Dropping objects.
No pilot in command of a civil aircraft may allow any object to be dropped from that aircraft in flight that creates a hazard to persons or property. However, this section does not prohibit the dropping of any object if reasonable precautions are taken to avoid injury or damage to persons or property.I dont see an aircraft so you're doing it legally.

Press 1 for a full list of wanted people. So you're asking that instead of the random assignment, that you get to pick your bounty? Then whoever has a big bounty will have a lot of people after them, including cops. Really risky to play then. The random assignments limit how many people are after you then.
