Its dying because of the server... you cant log 2 gangs on the server without server crashing... 
 

because the people that wasted their life on this game and made experiences that made players go, " oh wow, that rebel has a .50 cal and just roasted an entire group of cops and made their cars explode demolishing the building infront of me. " factor is now gone due to permaban or they've just become tired of the constant bullshit, and players aren't going to stay around in a boring server that is ran by nerf guns that shoot rubber bullets that are made out of gods tazer.

well it used to be fun because people would break you out of prison but the mechanic is so shit that nobody wants to do that anymore despite cops mostly outnumbering rebels now

Maybe going off of maturity rather than age. I had a lot of fun in squeaker patrol and I was complemented many times on how mature I was being. There should be a week period where the young recruit gets tested out to see if they are mature. Then they can be a normal cop.

Ok, grab some binoculars, the smallest gun you can find, and put on some worker coveralls, walk into the gas station and pull out your gun and rob it. Holster your gun. Pull out your bino's
When the cops show up, start whistling on mic and when they tell you to come out tell them some bullshit excuse. (I usually stick with fixing the alarm system, or a leaky pipe in the wall, having to unplug the cash register to reach it.) Try to stall them as much as you can, if they tell you to come out of the shop, tell them you are using your tools (binoculars) to fix something and cant come out at this moment.
To make it more believable, ask them to help you somehow (holding a wire, etc.)
By the end, you should be done robbing the gas station and can just say something bullshit to get out of the situation (I say, "I've got to go back to the shop to get a bigger tool to fix this thing, sorry for the inconvenience.)

Depends on the cop you get.  There's more than a few that will just robo-cop the shit out of you and not care about the RP.  Hilarious idea though.

Just because they say they are friendly doesnt mean that they are. If they tell you to put your hands up and you dont do what they say, they can kill you. This is why most people dont use hemtts on their own, bring a gun or a friend next time and dont trust anyone. Hope you learned your lesson.
