To add to what hubs said on a monthly basis we get together usually towards the end, pull the play time, activity, and days played for all the LT's and Sgts. Those who are inactive are marked/warned. This is also the time we look at every single sgt looking for potential for promotion. There are some we are not as familiar with that we may ask for feedback from their Pct or go undercover cadet/constable with them to see their leadership and play style. During this time each pct also submits their names for Cpl and Sgt promotions. We review each one from playtime to their application looking at trainings and points. After approval we send the names back to the pcts to begin promotions. All in all we have around 4 documents dedicated to just officer's, activity, and pct information that we each do our best to keep as up to date as possible. 2-3 times per week Jb, Hubs, and Myself get together to discuss Blacklist appeals, LT discipline, and policy/procedures or any other issues that may affect the APD.
As CoP I also have an added responsibility of communicating with the admin team, CM's, and Devs to keep them upto date with any new policies. On the reverse they let us know of any new features that we will need to change or make new policy around. CoP is also responsible for reviewing and issuing payments for training officers who complete qualified trainings. The CoP is also in control of supplying and removing access to splunk, IE: I bug Bamf or Gnashes until I can get the new Lt's login information.
In all honestly we spend very little time actually playing in game as captains.

You should be able to handcuff UC as an officer to make them seem more legit, and remove the ability to see UC on blufor (if possible)
Don't know about charging them with crimes though

Moving the scroll options to a custom key would probably increase performance as well. Not sure why they haven't done it.

Well, I get on and am immediately have questions coming in from about 3~5 people. Sometimes, one of these questions is a simple question about policy. Sometimes, it isn't a simply question about policy. Usually after about 30 minutes, that first initial batch of people is taken care of. From that point on, I go and check Discord/Forum messages and respond to various questions sent to me on those forums. Once again, sometimes that can take 30ish minutes, sometimes it takes a lot longer. While I am dealing with that, questions are still coming in on TS, but the rate at which they come in in the mornings is pretty slow. After this is done, I make the decision of either going undercover cadet/constable, going on Civ, or going to play as a Captain. I'd have to say, my current rate is 50% chance of playing undercover constable, 40% chance of playing civilian, 10% chance of playing as an actual Captain in game. After that, I head off to the editor to try and build things that might make it into the game. All the while, just keeping the ever flowing number of question at a reasonable level. Later at night, when the other two Captains get on, we usually get caught up on each other's decisions about people we have either blacklisted or people who have came to us to get unblacklisted. All the while, just trying to keep the influx of questions at a reasonable level.

Reason for appraisal: He's a good cop, knows what he's doing. He likes roleplaying and teaching cadets. Takes his time with every single cadet and was very helpful when helping me learn the newer policies.

Beef you're high..
Your statistics are made up and to my experience competely inaccurate. Most i play with are 20-30. The young ones are easy to pick out but they're definitly a minority.
I don't mind kids being in the APD. It's a game... When i played WoW hardcore when i was 14 i had plenty of time and fun. Was mostly the best DPS and contributed alot to the guild i played with. That was a gaming prime time to me. Why would you wanna be an "mature" 20 y old that just talks shit about kids playing games. Just accept it, sometimes it's even hilarious. If it's frustrating for you just avoid them.
Sadly for OP the rules are strict here. Only a captain could get you in now (probs still no chance though)
The rules about the age limit has been lowered and changed with undisirable results. :/
