really? should be easy. just login as cop, go to kavala, tell a civ there is a group of people in the square that want him dead & that they already threatened him because they think he snitch on them earlier, civ kills group, you capture civ, you ticket civ, civ is in jail and you get the money $$$

a funny thing in this way of initiation is that you could be anywhere on the map and just message a random guy "hands up or die" and if by luck he's in kavala he will shoot anyone near him thinking everyone wants him dead.
