It just doesn't seem worth to me. If they wanna add it then there is no harm I guess. But even just looking at the time can work.

There are so many way outside of the game to set a 10 minute timer. Don't really see why this is needed as an in game thing.

Just make it so you process twice at the same place again. Remove purification. Hated it since it got added.

Why would a rebel want to take part in this? Rebels start the events, police respond to the events. There's no rules or guidebook that forces rebels to take part in a cop started event. That's probably why it wouldn't work.
