    Cops can initiate with a siren in a car, where bounty hunters have to text the person and risk crashing. Or have a honor talent that allows bh's to have a siren already attached to their car when they pull their cars out.

    Cops have a variety of guns, (spars, mx's mxms, mp5's, and mk-1's) I think that with enough honor, they can buy better guns.

    Bounty hunter's only have zip ties, and cops have handcuffs. Bounty hunters should be able to buy handcuffs (obviously for a higher price)

    Flash bangs, bounty hunters should be able to buy flash bangs but for an expensive price, 5 thousand dollars a piece.

    Spike strips, bounty hunters should be able to buy spike strips from skip tracer (again, for a much higher price)

    With enough honor points, bounty hunter's should be able to drop bounties for a shorter time limit. 

          Feel free to post your opinions and more ideas for bounty hunters.
