    Thank you. How do they verify that it's the same person though? The only thing I can think of is the global banned account and new account are both from the same ip address. But even then, they could be on like a University network where a lot of people share the same IP and they could possibly be banning innocent people.

    The website is not affiliated with Valve. It would be against Valve's privacy policy to give them access to such a database. Steamladder's FAQ specifically says that they obtain profile data with the Steam API. "The data retrieved is public data from the API. Private and friends-only profile data can't and won't be retrieved and/or saved." So sure, they could have my profile on file if it were set to public, but it isn't. You can also request that your profile information not be stored there.

    That website does not contain data for every single Steam user. I imagine it only has data for profiles that have been looked up and/or people who have logged in.
