Leave smash and grabs alone, theyre legit. If its happening in a predictable pattern have a couple officers nearby or just camp the thing.

Removing the gun store from Kavala as fred said is the best option imo. Asylum is combat orientated so cheap weapons need to accessible. Paratus is not going to force players into any servers to "Spread out cops" and neither will the captains. Its up to the officers where they want to play (Server wise)

The orca should have been removed a long time ago, as should've the justice wagon (Which it did) The orca shouldnt have been some fucking flying tank that was impossible to take down without a 7.62, was simply unfair for cops. (Fine for rebels, of course, but thats not the only faction in this game) and nothing more than a pain for those fighting it. 
 
The orca now is fine, if you want to have more armor, sacrifice your mobility and get an Ifrit. That should be the payout here. Be fast, or be armored. Not both.

And honestly, if you think only captains know what makes a good captain you're a bit of a fool. It's a leadership position in a video game, it's not massively special, and the captains are primarily there to make sure the APD is a good gaming experience for the officers and civs, not to act like an asshole with a stick up their arse because they hold pretend power in a video game. 
 
A captain who is voted in by the populace is most likely going to be one there to have fun, and keep a balance so the APD and civs have fair, honest treatment. Not to throw points around because "Muh authority"

I know like, 2 sergeants who use drones, its a waste, really. If I was a sgt i'd abuse  tactically deploy the fuck out of them.

The amount of 12 year olds in exile is fucking hilarious.
