According to the guidebook: Applied when 3+ civilians assault a police HQ or government building (Does not apply to bank or fed).
To put it bluntly: you used a rook banger scapegoat to initiate on the cops and then you had 2 fully armed guys start shooting? Better believe you'll get terrorism charges!
Hostile intent from the rook banger would definitely count as being included in the group.
It's always best to play out the situation and talk to the officer later about a situation unless it's very important. While you're on civilian it's very easy to get frustrated and start "threatening." It's very difficult for cops of any rank to role play when people are starting to get frustrated over how they're being treated. I tell this to everyone, play the situation out and deal with it afterwards. Role play goes both ways. Cops cannot role play if the civilians don't either.
You can report anyone you wish. When you report someone, the Lieutenant who takes the case will decide whether or not the report is valid and will either take, or not take action. The worst that will ever happen when you report someone is, "no action taken." You will never get in trouble for reporting someone if no action is taken (unless of course you've broken some sort of policy in your own report).

So I attacked Highway HQ with 2 friends. I had a friend come up with a Rook and initiate on the cops then a firefight ensued.
We were all shit on and charged with Terrorism. My friend didn't get the chance to fire his gun but we were charged anyway?
My friend later had the charges dropped because he said he would "get mad", thankfully he's an Lt.
I then somehow got away but was later caught. I then cried to the Corporal that was processing me, he said that he could remove the charge from my ticket and was willing to further reduce it. I then got mad and told him to send me to jail anyway.
Can I report him?

I guess I better watch the indirect racism from now on.
But I'm going to wager this is mostly to do with the harassment a lot of the females of the community have had to put up with recently.
Many have fallen lately and it doesn't seem like they'll come back for a while since they're currently being made an example of and from what I've heard it takes very little to be made an example of.

I currently run the 6XX's paired with a Blue Yeti and I have no regrets.
Although you have to jump through a few hoops to get your hands on a pair of 6XX's they're definitely worth it.
I will say that you will need to pair them with a decent amp to achieve the perfect audio experience.
One caveat is that the 6XX's are only available in the open-back design so you'll be able to hear everything in your background and everyone around you will be able to hear what you're listening to.

That's fine and all but like Lorax said, he already has a stand-alone mic.
There's no need to fork out extra cash for a gaming headset when can he focus solely on the headphone quality.
