    This will be live later today, but we wanted to give you a sneak peak now at the notes:  
    The Bank of Altis has been significantly altered.  Thanks to @Jbdragon for the touch up to the bank.  The Prison on Altis has been moved to a new location.   Dropped items should no longer affect most vehicles.   UC cops should now be able to re-gear properly.   Lock picking a vehicle should keep the vehicle from being cleaned up.     Hotfix 1:
    A small community has sprung up near the Altis Prison. SWAT should spawn more normally for the APD at the Altis Prison. Spike strips now weigh 10 instead of 15.   The minimum endorsement percentage has gone to 10% (down from 15%). Excavating should be more reliable now.

    Now that I have time, I can elaborate more on my points and opinion:

    The cap, in my opinion when it was implemented, was a good idea. Mainly because I thought the prestige system was going to be something worth players time, and its been almost 2 years now and its still not worth a shit. 

    However, I am for removing the cap. But I do understand the hesitation from the dev team because I have seen what not having a cap did or what it could cause if the cap was lifted. Before the money cap, people (mainly members of super gangs) with endless amounts of money could do whatever they want...very similar to what Admins can do, besides the teleporting, scripting in their own gear, etc. etc...Oh and Admins don't have to grind for their money in game and they don't get banned (so there are some repercussions for the playerbase).

    The biggest issue with this was the onslaught of Orcas/Ifrits/Vests with 15-20+ people jumping from Fed->Prison->Bank nonstop (keep in mind, this was mainly during peak times only). But there has been a lot of changes since then that helped resolve some of those issues:

    1) Vehicle Insurance Removal - Players took full advantage of vehicle insurance and losing a helicopter literally meant nothing to them.
    2) New SPAR 5.56 weapon - Takes out Ifrit tires very fast. 
    3) Suicide Vests - Players have to be on the ground and out of a vehicle to set off a suicide vest.
    4) Group Cap - No more super gangs like there use to be. It appears that cops outnumber rebels in a lot of engagements now (like it should be).
    5) Objective Cooldowns - 45 minute cooldown makes it a lot more difficult to go from one to the other nonstop like it was in the past.

    Another thing that might be on the minds of Admins/Devs is the selling/buying of money. And in all fairness, nothing has changed on that spectrum. Cap or no cap, people will always buy and sell in-game money. Honestly, who cares what other people do with their own personal money. If they want to waste more money on a video game, who are we to judge. 

    The one thing that has kept these servers alive has been the constant patching. With this, I must applaud the dev team for constantly working on updates and trying to fix shit. However, whenever I play, I never see anyone doing anything. I can drive all over the map and maybe run in to a few people here and there (besides Kavala). Before, there was people everywhere trying to grind to make more money. Shit, even some of the most wealthiest of players would be grinding just to make more and try to be number 1 on the list. It appears now that when people get capped, they are just bored and don't have anything else to do. 

    Removing the cap might not be the answer, but at this time and in my opinion, I feel like it is the best answer.

    First off, this was written by @TheRealLethal, and since he is on mod que, he asked me to post this for him. I personally do agree with many of the points but would also like to see what the rest of the community's opinions are...

    "Hello, so before i begin, i understand this has been talked about before but i feel as if other posts have not properly identified the Pros and Cons of money cap. So that is what i will attempt to do in this thread.
    So before 6.0 you could have as much money in your bank account as possible. The reason this was removed varies depending on which admin/dev you ask. But the main reasons it was removed is, People just bought 50 mil at a time, people were careless with money, and people did not have to make money which led to people just fighting and not playing the game for what its suppose to be.
    So with the intro of 6.0 you can only have a mil max (10 mil old money) And this has supposedly solved the problems listed above. I disagree When i was in Innovative i loved grinding meth with people and it was so fun seeing my bank account steadily rise. If you want to check my account I have always been near cap post 6.0, and when i get on i dont feel like playing anymore because i have nowhere to progress. Why should I be punished for playing the game?
    So before you type away some typical retort let me stop you. "We have more unique IDs log on than ever before" ok, but let me ask you, is the average players play session longer or shorter than before.
    The other main concern "Regiment and Bad blood and Innovative just pulled vest after vest after vest and ifrit after ifrit" That is not a money cap issue, that is a group cap issue. There are no super gangs. also there is no more insurance. Insurance was a huge reason people just went balls deep with vehicles.
    I think i speak for alot of people when i say i would play more if i had something to work for and for me back in the day, i tried my ass off to get on the rich list, and when i finally did it was awesome. People dont do anything anymore, everyone hits cap and logs off. 
    Think about it, more people grinding money, more people trying to rob those people grinding money, better server health.
    I understand its a soft cap with the introduction of turning prestige into money, but the tax is not good. I have no reason to go past 1 mil prestige. I understand you guys are scared to have the aids fest that we had pre 6.0, but without insurance and with group cap, you will not have the same shit as before.
    Please dont just say "working as intended, locked" can we have a serious discussion about this. Although i may not be able to reply straight away since im on mod que, ill do my best."

    There is only one main feature today, but it is one that has been requested for a long time.  
    Organs may now be harvested from dead players by choosing "Execute and Harvest" and having a skinning knife on you. Organs are quite heavy, make sure you have space on you to hold them. The Black Market is interested in buying organs from you. You may only harvest organs once per hour. Some people may try to eat organs - this is possible, but may have unpredictable results.  Raw organs can not be eaten. The smell of cooking human flesh is able to be distinguished by the APD at certain ranges. Cooked human organs may be sold to Wong's. If you have recently butchered someone, or have organs on you, then the APD can charge you with cannibalism. Cannibals who are jailed will go to the Insane Asylum inside the jail.  Inmates in the Insane Asylum are unable to request a trial or pay their bail so that they can get the help they so deeply deserve. Hotfix
    Big focus with several changes in server performance and stability. Can no longer place a tracker from within a vehicle. Can no longer place a tracker on another player's body. Can now swap selected number of items on both sides of trunk/container interface.  
    Hotfix 2:
    Market UI updated to show correct Current price (when you sell to the market), as well as the current Buying price (when you buy from the market) for virtual items.  This has bugged me for a long, long time and yesterday @Gnashes and I finally found the bug in the logic.  So if it says Current price of 928 for 25 year old scotch, that is what you will get.  No more guesswork.   ATM removed from Skydiving on Altis.  Plan ahead if you want to skydive, or use the same functionality in the cities.   Shipwreck symbols added to the map (thanks for removing them Bohemia). Players can no longer add multiple speedbombs to the same vehicle. Players can no longer add a speedbomb to a restrained player. Players can no longer chop Drug Runner planes. Police of the appropriate rank may now scroll wheel to add and remove the IR laser from the SPAR-17. Players can no longer apply splints, painkillers, blood bags, etc to other players from extreme distances. Player can no longer feed painkillers to other players from within a vehicle. Fixed a potential exploit involving players using names containing Arma Classname variables. The APD is now able to more thoroughly disarm suspects who are "mostly dead".    
    Hotfix 3:
    The Asylum Exchange has returned. The servers will now perform a hard restart periodically in an effort to keep performance high.   Servers 4 and 5 should now restart much faster. Aircraft that are flying should no longer have their passengers affected by earthquakes. Altis can no longer afford to destroy all the "deer stands" at the federal reserve.  DP missions should no longer spawn crates if a vehicle is on the spawn point. Spawning an Orca in Rodopoli should leave the main rotor clear now. Adjusted weapon pricing for 7.62 weapons (per a forum suggestion). Some Apex weapons are able to be crafted while on the island of Tanoa. Added "Sell Price" to vehicles at the Vehicle Factory and Black Market.  This is somewhat experimental, but should mostly work.   Restarts now tell you which Asylum server you are playing on.   The Apex weapon crafting is only available on Tanoa since if you do not have the expansion and then set a weapon down (put it in a backpack or trunk for instance), then you can not pick it back up.  I'll talk to Paratus and see if there is anything we can do, but I think BIS set it up that way (I'm guessing they want it that way).  
    Hotfix 4:
    Swapping items in trunks should now be more reliable. Searching a vehicle with contraband will now split the money among all online APD officers. Drug runner planes are now able to be seized properly by the APD, and will only pay the APD when searched the first time. Apex weapon crafting is available on Altis.  Also these weapons are now on the market.  Hitting the 3 key will no longer cause your avatar to surrender.  For those that are tilted by seeing Oil Cartel (Underwater) on the map during server startup, prepare to be untilted. Several back-end logging enhancements. I can not stress this enough:  
    If you do not own the DLC, you will not be able to pick up a DLC weapon if you put it down. Craft one for your use and you are fine, craft one and put it in the inventory of a vehicle and you will not be able to pick it up.  Bohemia is doing that, not us...
    Hotfix 5:
    The federal reserve should have more gold available now. The APD has developed new sources allowing them to see what is happening on the market. The current tax rate now shows on your phone below prestige while checking your bank balance. The map now displays information about illegal areas (redzones). Please direct new players to the map when they are unsure of the rules. Hotfix 6:
    Disabled the Asylum Exchange for at least today to see if it helps with performance.  I'll likely need to talk to Paratus about how we can work to improve the performance around this feature. Spikestrips will now randomly choose which tires to break instead of always breaking the same ones. Excavation has had a few minor tweaks to what you receive and will now again give you cocaine. AK12 mags may be crafted on Altis. Pressing T on your crates will now open the virtual inventory (just like it does for vehicles). Gang groups should allow hexes to 12 players now instead of 10. APD charges have been sorted a touch.

    if a medic is wearing a gun, its not a real medic, its someone in stolen medic clothing.
    also if you want more roleplay, you should try to inspire others to do it by weaving a amazing story yourself. but bottom line : minimum rp server.
