I would build upon the idea as something like this

 

Captain or LT can initiate a purge event type thing where anyone wanted over 25k or has 3+ murders is deemed a huge threat. For now the officers would have to check, and if the player whom fits this category will be dealt with in a lethal manor. This spans across the whole map.

 

If the idea is good you can expand upon it to make the names red for officers and for very ideal criminals that fit the description when an officer of the qualifying rank activates something on his phone. (This may be a shitty idea but just to start off with a base draft)

 

Thus creating a type of outlaw purge type event. It would be recommended that innocent civilians stay in doors. ALl criminals apprehended at this time will be worth 1.5x there net worth and pardoned by the govenor for all there crimes in there family name. Criminals will have a stat tracking how many officers they killed during the event provided this becomes a thing with code - and will receive titles as the following:

 

25 kills - Mass Murderer

100 kills - Outlaw

500 kills - Blood Thirsty
