Your reward is spawning so close to a cartel and a rebel and the risk of running into cops and bounty hunters in a public city. It's scummy to camp but not rule breaking, cops can patrol the same they would if it is Kavala or Pyrgos, it's not a rebel safe zone. Locking as there are a few threads on this topic.
