There's already a system in place similar to this, however the % isn't as high as you suggest; which is a good thing as it would make doing big runs useless, this would make it easier for you to get robbed and cops to bust you. All I can see is this would do is make people drive more and be more frustrated.

Convenience is an advantage, the time you're spending getting those meds could've been just the right amount of time little Fred needed to leave the coke field etc, many scenarios. Imagine the "convenience" Rebels would have if they could sell dirty money at Turfs instead of only at Rebel. Looks good, the only the thing I'd change is put the barriers even back some more, right after the T turn, but block the square's street where all the shops are for civilian traffic.

Not everything will be done for cops convenience. Cops have to go to town. Rebels have to go to town. Medics have to go to town. Its a point of balance.
