Never understood why the bounty was lost honestly. It almost defeats the purpose of breaking that person out. Two reasons, youre trying to bounty stack as a rebel and on the police side, if you get broken out and caught right away it turns your prison sentence from whatever was remaining to 1 minute lol.

Im not sure I see any benefit towards the owner since it would only work if the cartel is uncontested.

Honestly, if someone contests it and leaves without capping more than say 10% it should just slowly go back to the owner over time.
