Yes they would have to install the files in order to even join the server or you will get a error message stating  [You have been kicked for missing files: blahblahblah]
And this would ruin the anyone can join feature adding a extra step to enter the server decreasing its population, Also gotta add the fact that maybe some people's pc cant handle the newer model's or extra files, Lots of people have a hard enough time running default asylum adding another file with more content might just ruin there whole experince

Yes you can own houses they range from 40k-220k but 70k+ Can have storage (Crates/Whisky Barrels), For gangs You pay a fee to create it and it is permanent, (Once you own a house you pay to upgrade it to a gang house) The economy does not change to drastically, Depends on what the governor has tax's set to (Max 20%) and for money making there are plenty of ways to make money there just time consuming (Drugs,Excavating,Bounty Hunting,Whisky,Etc...) Its a great server and the community is even better just remember it does not require any mods so anyone can join at ease so careful of trolls!

Economy is ok. Much harder to do illegal activities compared to other servers, especially with you are wanted due to the nature of APD and BH tracking. If you plan on doing something on your own, make sure you don't have a bounty unless you want to be tracked and chased.
Start by fishing. You don't start with enough cash to do anything worth your time. Starter cash is enough for boating license and a boat, its also one of the fastest way to gain talent points.
