    Concept:
My idea with this is to turn the barracks building into an apartment complex. Each small room would be equivalent to a 1c house (Not upgradeable at all, no greenhouse, no storage increases). Instead of purchasing these "houses" normally you'd rent them instead. So it'd be more like a weekly payment for the house.

    Pros:
Close storage to square for all new people and veterans alike. Easier to find available units than finding available houses
    Cons:
Cannot be blown up (I think this is fine if the 1c is not upgradeable at all, so very limited storage and no greenhouse)
    Function:
Each room (unit) would act as a 1c house that is nonupgradeable, very minimum storage. There should be an NPC where there is two options: the first being you can check availability of units, which would prompt you to purchase a unit if one is available, and a 2nd option is to move out of your unit.
Once a unit is purchased it will place a waypoint to the door of the room that you had just acquired.

    Optional:
If you feel that not being able to blow these up makes them too overpowered maybe not allow spawning in these units instead just be storage only.

Maybe a slow rollout of making one or two new house variants available and seeing the impact on performance?  There could be a two week or month testing period where it is understood that buying these houses may be reverted and you will be doing so at your own risk?

People will not want to go back having nothing.  Especially with housing.
Asylum is an already solved game and resetting everyone will only give that nostalgia effect for two weeks before people have upwards of ten mil again.  Adding more end game content that isn't federal events or cartels is a better idea than gambling with your playerbase

I could get behind wiping excess money every few months but I think restarting everyone back to zero and no houses will just kill the server.  Also removing buds is something that needs to happen

The problem with doing a full wipe of the server is that it largely helps veteran players and big gangs.  They know exactly what they will do to make money and the process will be very quick and linear.  Many players are going to speed run back to where they were and people who aren't in the know will get left behind and turn into the entertainment of the gangs that have already grinded their money back.
And then there is the question of how many times will the server get wiped after?  Once?  Or will it turn into a reoccurring thing?  A lot of people will not like that either.
Also I can't wait for BH to be cheesed

I'm a little pussy boy, my tuna can chicken of the sea pussy can be smelt all over weed processor. I am also deeply upset that Leroy Jenkins is a 55 year old fossil whose pension is paid by my taxes. Sorry for existing

Obviously I don't get to see the same data Mitch and devs see and experiences vary.  But I don't really see a major issue with housing aside from hoarding ( Which I am defining as someone who doesn't play but logs in once every month ) and the lengths some people go to snatch up and sell high value houses.
My gang of mostly casual players hasn't really had a problem getting into areas other than Pyrgos being difficult due to a scarce amount of houses there.  It tends to take cooperation with the people you play with and having the trust to share resources in order to buy more expensive houses.  Part of the reason I think its not so bad is due to the fact that money making is easier than ever before but the trade off being is that certain houses cost millions.
The way I see it is that there is more of a house hunting problem than there is a problem with players purchasing a house and actively using it.  Which if that is the case, it might be better to nerf flipping houses and house hoarding, although doing so might mess with the market in negative ways.

make an upkeep system based off of hours, the more upgrades, house size, maybe even amount of storage being used translates into how many hours is required of you to play during that month, if you dont play the amount of required hours then you get evicted, lose the house. which is what you want, it'll prevent house hoarding from people joining once a month and would require them to play on the server. it would fix your issue of people not playing but still keeping houses, and would fix the issue we had with this system by allowing us to still play the server the way we want to play it, even if thats just sitting in kavala square all day.
