To add onto Relic's response, make sure that if you down/lethal the pilot and he crashes from you downing/lethaling him, you must pardon the pilot as well as any wanted passengers inside the helicopter.

I would love if first person was forced when outside of vehicles!
There are some times when on cop I do first person patrol; however, it's not really possible on civ. I would love to use first person on civ, but it leaves me at a disadvantage as most others use third, especially in combat.

+1 Please include Cowboy hats to look like a Sheriff. Not exactly Cowboy hats. Example from Alaska State Troopers:

Greetings fellow officers, I have decided to schedule an official staff meeting for 8:30 pm CST on Friday the 13th (spooky!). We have some new faces that might need an opportunity to voice some concerns they might have or even ask some question if they're still a bit fresh. This meeting is not mandatory but I will be discussing the possibility of some major policy change and would like to hear what you have to say.
