Apex is now live!
With the release of Apex, some of the Tanoa features will be coming to Altis.  Hide your Ifrits, the RPGs will be flying...
Other things to note:
Endorsements: You may now convert prestige back to Asylum money at the channel 7 new station. The bank on Tanoa has been redesigned.   The RPG-7 ammunition should now sync properly. APD members who are wearing Pilot Coveralls should now have them sync properly.   APD default loadouts should have less lethal ammunition loaded by default.   APD uniforms should switch based on which island you are on when APD officers change islands.   Races are added to Tanoa, including two on Jet Skis! Achievements for War Rating and Arrests should now function properly.   War Season 2 has begun! Reduced the maximum reduction an item can have when selling to the market by 15% of it's value Bonus patch note:
The group cap is now 12.  

Fixed a bug which would sometimes result in no charges for robbing bank. Tanoa bank money will spawn now. Some house containers spawning outside on Tanoa were fixed. Fixed a bug which may grant a new rebel Orca skin. Added the Orca Orca for donor level 5, purchasable at civilian shops. Explosives Terrorism is now chargeable. Fixed a bug in quad bike skinning which will now give many more options. Fixed a bunch of broken animations. Totally rewrote the downing mechanics to be much more fluid. Added animation for putting a restrained person into a car. Complete overhaul of how the server stores/loads your gear, which should solve any gear sync issues for civilians. Entering command mode, using any method at all, will toss you back to the lobby. RPG rounds should no longer explode vehicles, but will still severely mangle them. Players inside the vehicle will no longer die as well.

Almost all bounty hunters that I encounter are amateurs that can't catch me. The solution is to slaughter them daily as I do. Go out of your way to eliminate every bounty hunter you see. The hunter has now become the hunted. MXs will not save these rookies... Bamf's secret is that he was buffing the bounty hunters to give them an actual chance against us. We can rise against and overcome these BH scumbags. Don't let their measly new little rifles scare us. We've been slaying 7.62 wielding cops for years boys... Lock n' load

Attempted manslaughter, discharge within a city (potentially), kidnapping (potentially), etc. Of course you can charge them with things. 
Taking that BH license and weapon is fairly expensive honestly. That "slap on the wrist" is about $20-30k assuming they don't have other crimes.
