You not only have to know how to fly but also how to line up your target. The pilot also dies in the incident and is out 250k. Link to comment

For real though we have enough suicide vests already. No need to make it even easier. Current cops aren't capable of stopping ground based explosives as is. The chance of a successful hit has a lot of factors to key in to. Link to comment
