If you are new and don't know what it is ;
It was a forum where gangs would "declare war" on each other. I know we have the in-game war system now, but nobody uses it anymore considering the numbers are broken. This was also for everyone to see & we could see which gang would be the superior gang.
Back in the day we saw some insane wars. The most enjoyable one I saw was BB vs FSA.
How it'd work;
Let's say Elysium declares war on Tenacity.
Leaders agree on dates and times that would be most relevant to each gang.
Given time to make money / craft vehicles before hand.
Leaders would come together and they would both choose who defends / who attacks when and where.
Each gang would have their own assigned rebel. (or make donor town/rebel a safe-zone)
If cops oddly become involved in the fights, then they would team together to defeat them so they can continue the war.
More rules could be made up ; but it depends on how friendly the two gangs are with each other.
Winners of the said war would get their "street credit" & be known as the better gang on the servers.
It's not a flawless system, but it might make gangs want to fight more knowing ahead of time when fights are.

There is only one main feature today, but it is one that has been requested for a long time.
Organs may now be harvested from dead players by choosing "Execute and Harvest" and having a skinning knife on you.
Organs are quite heavy, make sure you have space on you to hold them.
The Black Market is interested in buying organs from you.
You may only harvest organs once per hour.
Some people may try to eat organs - this is possible, but may have unpredictable results. Raw organs can not be eaten.
The smell of cooking human flesh is able to be distinguished by the APD at certain ranges.
Cooked human organs may be sold to Wong's.
If you have recently butchered someone, or have organs on you, then the APD can charge you with cannibalism.
Cannibals who are jailed will go to the Insane Asylum inside the jail. Inmates in the Insane Asylum are unable to request a trial or pay their bail so that they can get the help they so deeply deserve.
Hotfix
Big focus with several changes in server performance and stability.
Can no longer place a tracker from within a vehicle.
Can no longer place a tracker on another player's body.
Can now swap selected number of items on both sides of trunk/container interface.
Hotfix 2:
Market UI updated to show correct Current price (when you sell to the market), as well as the current Buying price (when you buy from the market) for virtual items. This has bugged me for a long, long time and yesterday @Gnashes and I finally found the bug in the logic. So if it says Current price of 928 for 25 year old scotch, that is what you will get. No more guesswork.
ATM removed from Skydiving on Altis. Plan ahead if you want to skydive, or use the same functionality in the cities.
Shipwreck symbols added to the map (thanks for removing them Bohemia).
Players can no longer add multiple speedbombs to the same vehicle.
Players can no longer add a speedbomb to a restrained player.
Players can no longer chop Drug Runner planes.
Police of the appropriate rank may now scroll wheel to add and remove the IR laser from the SPAR-17.
Players can no longer apply splints, painkillers, blood bags, etc to other players from extreme distances.
Player can no longer feed painkillers to other players from within a vehicle.
Fixed a potential exploit involving players using names containing Arma Classname variables.
The APD is now able to more thoroughly disarm suspects who are "mostly dead".
Hotfix 3:
The Asylum Exchange has returned.
The servers will now perform a hard restart periodically in an effort to keep performance high.
Servers 4 and 5 should now restart much faster.
Aircraft that are flying should no longer have their passengers affected by earthquakes.
Altis can no longer afford to destroy all the "deer stands" at the federal reserve.
DP missions should no longer spawn crates if a vehicle is on the spawn point.
Spawning an Orca in Rodopoli should leave the main rotor clear now.
Adjusted weapon pricing for 7.62 weapons (per a forum suggestion).
Some Apex weapons are able to be crafted while on the island of Tanoa.
Added "Sell Price" to vehicles at the Vehicle Factory and Black Market. This is somewhat experimental, but should mostly work.
Restarts now tell you which Asylum server you are playing on.
The Apex weapon crafting is only available on Tanoa since if you do not have the expansion and then set a weapon down (put it in a backpack or trunk for instance), then you can not pick it back up. I'll talk to Paratus and see if there is anything we can do, but I think BIS set it up that way (I'm guessing they want it that way).
Hotfix 4:
Swapping items in trunks should now be more reliable.
Searching a vehicle with contraband will now split the money among all online APD officers.
Drug runner planes are now able to be seized properly by the APD, and will only pay the APD when searched the first time.
Apex weapon crafting is available on Altis. Also these weapons are now on the market.
Hitting the 3 key will no longer cause your avatar to surrender.
For those that are tilted by seeing Oil Cartel (Underwater) on the map during server startup, prepare to be untilted.
Several back-end logging enhancements.
I can not stress this enough:
If you do not own the DLC, you will not be able to pick up a DLC weapon if you put it down. Craft one for your use and you are fine, craft one and put it in the inventory of a vehicle and you will not be able to pick it up. Bohemia is doing that, not us...
Hotfix 5:
The federal reserve should have more gold available now.
The APD has developed new sources allowing them to see what is happening on the market.
The current tax rate now shows on your phone below prestige while checking your bank balance.
The map now displays information about illegal areas (redzones). Please direct new players to the map when they are unsure of the rules.
Hotfix 6:
Disabled the Asylum Exchange for at least today to see if it helps with performance. I'll likely need to talk to Paratus about how we can work to improve the performance around this feature.
Spikestrips will now randomly choose which tires to break instead of always breaking the same ones.
Excavation has had a few minor tweaks to what you receive and will now again give you cocaine.
AK12 mags may be crafted on Altis.
Pressing T on your crates will now open the virtual inventory (just like it does for vehicles).
Gang groups should allow hexes to 12 players now instead of 10.
APD charges have been sorted a touch.
