    Drill Baby Drill
    Altis has decided to open up the mainland to oil drilling.  There are marked areas where permits for drilling oil have been issued to all citizens of the island - provide you have the correct licensing.  For those of you just starting out on the island, you can grab a pickaxe and scrape the surface for what little oil you can find.  For those that are more established citizens several new vehicles for drilling oil have been delivered to the island.  Drilling with a vehicle will be faster than drilling by hand, but the vehicle will not be able to be moved until you retract the drill.  
    Altis has also decided that the oil rig was too far offshore to be effectively used by it's citizens.  Much to the dismay of citizens with bayfront property, the oil rig has been moved into Kalithea Bay.  The governement was hoping to entice citizens to work on the oil rig more with this move, but unfortunately a criminal element has moved in instead.  Through a series of what can only be described as corruption worthy of current events in the west, a new breed of oil cartel has taken over the island.  Gone are the days when the oil cartel only cared about taking rubber from our citizens and they now instead demand a cut of the profits from everyone who is not a member that processes oil.  Further, from time to time they establish a stronghold on the oil rig as a display of their dominance.  
     
    You can now drill for oil either by gathering (requires a pickaxe), or with new vehicles, by going to an oil field.   In order to use the new vehicles to drill for oil, you must have an oil processing license.   The new vehicles' trunks are made only for oil and oil accessories. Most items will not fit into them. You can purchase an oil processing license in town or at the oil processors throughout the map.   Unprocessed oil may be processed at an oil processor.   Barrels of oil are still processed in the same location.  Look for "Oil Barrel Processing" on the map.   The oil rig has been moved to be much closer to land.   The oil rig will sometimes be the oil cartel.   The oil cartel generates cash into the gang bank of the gang holding the cartel now instead of rubber.   When your gang captures a cartel, that cartel may not be captured for 20 minutes now (up from 15). Dive shop added to Kalithea Bay boat shop area and North Rebel base. When someone goes on parole, any bounty hunters with that mission should stop tracking that target. Lumber now sells for significantly more money. Chopping a tree now only requires an axe to be in your virtual inventory Lockpicking handcuffs should now properly appear on your scrollwheel Additional optimizations and other miscellaneous tweaks. Note:  The oil cartel can not be captured by players in the water.  You must be on at least the main level in order to capture the cartel.  If you are on a dock near the water, then you will not be able to capture the cartel.  
    Hotfix 1:  
    The potential amount of rubber given from processing barrels of oil has been increased. A few other miscellaneous tweaks. Edit:  Thanks @Gen. Henry Arnold for the vehicle skins in this patch!
     
    Hotfix 2:
    Moved 2 of the 3 Oil Field / Hydrogen Sulfate mine spawns.  The Kavala one is down the hill a touch now making it easier to reach, and the one near the free fire zone has been wholly re-located to address concerns related to it's placement.   The APD has reinforced the walls at Athira HQ. The APD has removed some rocks and a gate at the HW patrol HQ. Governor pardons should now require you to confirm that you want the pardon as expected. The respawn labeled "Donor" now correctly displays Therisa. The township of Therisa has voted to not allow timber to be gathered inside it's city limits (like all other spawn towns). Vehicles with 0 fuel will now receive enough fuel to reach a gas station when pulled from the garage.   Cartels will now be unavailable to be captured for 30 minutes.  More on this in a footnote below.   Several service side optimizations have been put in place as well.

    I think it would be an interesting addition to the current options presented to officers. Community Service would be something like or similar to - Picking peaches for the altis food bank, picking up garbage (Cases) of the side of the road, or some other form of service the Altis community requires. I think this addition would lead to some hilarious role-play and would allow for a shorter term sentence with the penalty of not being able to AFK the shorter term. Example, you are told you will be sent to jail for the max term, instead of sitting in jail for almost an hour you can pick peaches for the altis food bank for 20 minutes and once you've met your quota ( realistic # of peaches / minute to insure no afk'ing) you are sent free and forgiven by the altis gov't. Community service would only be able to be given to someone who deserves it, (non-evasive and non-aggressive) of course.

    You should add a commodies trader in sofia... also can we add back old bank location, and old cartel, I like more that you get more money and have to get it since it gives you a risk, if people that say its to counter roaching, consider it a second  cartel, You defend, then you attack

    More people have been fighting as of recent patch update than in the past months.
    The new system is amazing & is bringing back some action at cartels.
    The people who are probably complaining now are the people who ratted majority of the cartels.

    OK, I'm going to relent (temporarily) and test something out.  Both of the main changes in this patch are temporary.  We're going to see how it effects things and then react.  With that being said:
    Money from the cartel fridge(s) will now automatically deposit into the gang account of the gang who owns the cartel.  This happens on an incremental basis (every 5 minutes), so you will still see money in the fridge (and can take it if it is there).  The trade off here is that we are no longer generating money to go into the fridge.  People have to sell drugs, turtles, scotch, etc to fill up Drug and Wong's.  People have to buy things at Rebel to fill up Arms.   All proceeds from robbing the bank will now be Banded Bank Notes.  No more gold bars from the bank.  Banded Bank Notes introduce a time wait to deposit money from the bank, so the APD can still chase you down... Exiting a vehicle should maintain your weapon fire rate (as it used to).  This was a bug from the performance patch.   Additional performance enhancements.  Minor things, but hey were still working on that too.    
    Hotfix 1:
    Y inventory should now drop to the ground where expected when someone dies in a vehicle.   Hotfix 2:
    Increased the prison break combat radius Increased the radius that prisoners can move around in the prison (get shanking boys) Made a small map change at the prison to (hopefully) prevent an exploit Hotfix 3:
    Tweaked the prison radius again.  Should solve both issues:  not being able to create shanks and the inability to escape after a prison break.

    So I am messaged to land the heli, now I was sirened upon, not saying I wasn't initated, but I did not shoot or do anything aggressive towards the APD or especially this SGT. Now I am messaged by the Sergeant to "please land this is the APD" and as you see in the video I am shot at by the very same SGT who sent me the message directly after being messaged, instant. This is fucking stupid and shouldn't happen, if you are going to ask someone to land, don't shoot at them? Anyways, enjoy the vid.

    There is an upstream networking issue affecting the network stability of our environment.  The data center is aware of the issue, and is working diligently with their network providers to remediate the problem.

    I'm testing one final build of what we hope will be a really decent performance patch.  Assuming everything comes up the way I want it to, I am going to put this patch onto S3 for the evening.  There will likely be things that don't work 100% correctly, but we will work to fix those bugs.  At this point though, I need a larger population to play through - mainly so we can see how the performance is with all the tweaks we have done.  
    So if you get a chance to play today, try out server 3.

    You might have the ideas, as many of us do. Most of the ideas said today by veteran players are purely logical suggestions that under the right circumstances could be implemented. It comes down to whether or not you have the skills needed to develop. Our devs as they say have lives, which is fine. It becomes a problem when they accept a developer title and don't develop this community is dying for realistically half a dozen reasons, the big 2 are poor server performance being number 1, and lack of new content, whether you, my self, or others believe the performance issues are exclusively a Bohemia issue, an Asylum issue or some combination of the two is almost irrelevant in this case except for when you factor in we have very little development, or at the very least what I would consider to be inconsistent development. I personally believe if we got more active developers the odds of a bandaid/workaround to the kicks and crashes would be fixed.
    In my opinion, if Paratus since he is from what I am told the one with superior scripting and coding skills, were to come back and sort out the big issues for 2 or 3 weeks we would be in a lot better shape then we are now. It would be to his advantage in the eyes of the public because it would show he didn't leave his roots behind. Think of it like Dean Hall abandoning DayZ, his reputation is ruined because of it. If someone doesn't get Asylums issues straight Asylum will die. When that happens I still think hundreds of people who hated the end result of Asylum will go put Paratus on blast through social media potentially killing his dream game.
    I don't hate Paratus for wanting to Develop his own game, but he could have done a far better job ensuring that we as a Community were in a better spot in terms of Development, and for that reason in particularly I lost respect for him.

    what i am confused about is scotch never caused any lag in the years past..it might just be time to rework the whole ageing process, would it really hurt to just distill it and be able to sell it right away? maybe implement a two step process as meth is, distill it twice, you can sell it right away for the same amount, i mean what could it really hurt at this point? we are trying new things correct? maybe add some more legal ways to make GOOD money, or just buff mining ores/diamonds..maybe implement a whole new mine, where you can get topaz/rubies/sapphires and they all sell for good amounts, make it north above kavala in the un-used areas of the map there and a "Gem Refinery" in another un-used portion of the map..it's time to do a huge change, something fresh..there hasn't been anything huge and new on Asylum for quite some time, just look how big your "Crank" update was! also you could add these gems in the shipwrecks, and buff that as well! it is such a cool way to make money wouldnt it be awesome to fly orcas over the guys diving and all drop down in wetsuits and sdars and have a underwater fight? it would add that element back as well, 
     
    i am a book of ideas and creativity i had so much great things like this on my arma 2 servers, i honestly thing i could single handedly bring back the server, but meh that's just my opinion
     
    im also working on a script that triggers an event on arms island where a convoy was disabled, and cops and civs are alerted, the cops have a change to seize this for money, and the rebels can go there and retrieve weapons, gold bars, dirty money from the disable vehicle of your choosing, im also working on an evidence locker but i can only work on thes eon the weekends

    I don't normally talk about how I'm oversimplifying things a little here. However, in this case I'm going to make an exception. I figure it's okay because simple-minded lobcocks can't even agree among themselves as to how anti-democratic admin team is. There are a number of reasons admin team isn't telling us as to why it wants to convert lush forests into arid deserts. In this letter, I will expose those reasons one-by-one, on the principle that it proclaims that honor counts for nothing. In the long run, however, it's only fooling itself. Admin team would be better off if it just admitted to itself that there are few certainties in life. I personally have counted only three: death, taxes, and admin team announcing some pusillanimous thing every few weeks.
    Admin team sometimes has trouble convincing people that it exudes gentleness and peace. When it has such trouble, it usually trots out a few worthless idiots to constate authoritatively that admin team acts in the name of equality and social justice. Whether or not that trick of its works, it's still the case that by comparing today to even ten years ago and projecting the course we're on, I'd say we're in for an even more vitriolic, base-minded, and ill-bred society, all thanks to admin team's false-flag operations. Admin team recently got caught red-handed trying to deny citizens the ability to become informed about the destruction that it is capable of. Well, surprise, surprise, surprise, as Gomer Pyle would say.
    Admin team's naive threats will not deter me from my fight against mammonism. That's the theory, at least. But in practice, a large number of people, myself included, figured admin team would never stoop so low as to turn me, a typically mild-mannered person, into a brash vat of Tartuffism. Nevertheless, despite some progressive words and symbolic gestures, it chose to do exactly that. As a result, I can safely say that admin team's detachment from, or denial of, the truth is not just a political tactic or say-anything-to-please character flaw. It reveals an elemental attitude that it shares with improvident perjurers: preventing me from getting my work done.
    It is obviously not conspiracism to suspect that admin team is full of angst and passion and venom. Still, this is all light opera amid the shrill insanity of its superstitious contrivances. By imploding the cultural narratives that undermine our goal we will finally be able to put inexorable pressure on admin team to be a bit more careful about what it says and does. The significance of that is that admin team criticizes me for putting it on notice for its attempts to crush any semblance of opposition to its niddering traducements. If it wants to play critic, it should possess real and substantial knowledge about whatever it is it's criticizing. It shouldn't simply assume that it can achieve its goals by friendly and moral conduct.
    I have seen what admin team is capable of, and I am afraid. I am very afraid, and I am very angry. Admin team has appointed itself the chairman, High Panjandrum, Grand Inquisitor, and overarching Pooh-Bah of a gestapo whose exclusive purpose is to anesthetize the human spirit. Try to say that too loudly or persistently, though, and watch how admin team, as a self-described champion of free speech, handles your freedom of speech. I assure you it won't be pleasant, but perhaps it will get people talking about how if society were a beer bottle—something, I believe, that admin team holds in high regard—it would indeed be the nauseating bit at the bottom that only the homeless like to drink. Admin team looks down upon the rest of us. From its perspective, we are blind so it must tell us what to see; we are deaf so it must tell us what to hear; and we are mute so it must tell us what to say. Such views may fool appalling polluters, but I think that once people obtain the critical skills that enable them to think and reflect and speculate independently, they'll realize that admin team wants us to believe that eventually it will be considered cool to pour a few drops of wormwood into our general enthusiasm. Yes, things will be that way if we choose to believe that. I choose not to believe that. I choose to believe that I, for one, would clearly like to comment on admin team's attempt to associate vandalism with blackguardism. There is no association.
    I have a dream that my children will be able to live in a world filled with open spaces and beautiful wilderness—not in a dark, complacent world run by wicked, backwards finks. We must mention a bit about brassbound mobsters such as admin team. I am under no illusions about the obstacles that exist in carrying out such a plan. It will unmistakably be challenging to tell it like it is, which is why I feel that if you spend much time listening to admin team's trash talk you'll inevitably hear the term “saccharogalactorrhea” thrown around. Usually admin team hurls that word as an epithet, a way of accusing someone of embarking on a new path towards change or of doing something else of which admin team disapproves. More accepted usage of the word, however, is to describe the manner in which we ought to act as a positive role model for younger people. That'll make admin team think once—I would have said “twice”, but I don't see any indication that it has previously given any thought to the matter—before concocting a version of reality that fully contradicts real life.
    Because admin team wasn't listening when I said this before, I'm forced to repeat myself: I, not being one of the many pot-valiant chiselers of this world, find that some of admin team's choices of words in its theatrics would not have been mine. For example, I would have substituted “rapacious” for “ultracentrifugation” and “churlish” for “anatomicochirurgical.” You, of course, now need some hard evidence that admin team is interested only in robbing Peter to pay Paul. Well, how about this for evidence: I have begged admin team's janissaries to step forth and throw down the gauntlet and challenge admin team's blackshirts to cross-examine its deluded expositions. To date, not a single soul has agreed to help in this fashion. Are they worried about how it might retaliate? That's the big question. If you knew the answer to that then you'd also know why I have often maintained that reasonable people can reasonably disagree. Unfortunately, when dealing with admin team and its bagmen, that claim assumes facts not in evidence. So let me claim instead that if admin team can give us all a succinct and infallible argument proving that it has a duty to conceal the facts and lie to the rest of us, under oath if necessary, perjuring itself to help disseminate the True Faith of conformism, I will personally deliver its Nobel Prize for Chuffy Rhetoric. In the meantime, admin team has been taking the focus off the real issues. Will no one stop it? I am doing what I can by establishing liberté, egalité, fraternité, yet it uses the word “extraterritoriality” to justify utilizing unfathomable brutality against its castigators. In doing so, it is reversing the meaning of that word as a means of disguising the fact that elitism is not merely an attack on our moral fiber. It is also a politically motivated attack on knowledge.
    Admin team has been trying hard to protect what has become a lucrative racket for it. Unfortunately, that lucrative racket has a hard-to-overlook consequence: it will help malodorous, filthy fugitives evade capture by the authorities within a short period of time. Admin team's sallies are like the Hydra from Greek mythology. They continually acquire new heads and new strength. The only way to stunt their growth is to shout back at admin team's propaganda. The only way to destroy admin team's Hydra entirely is to provide more people with the knowledge that it presents itself as a disinterested classicist lamenting the infusion of politically motivated methods of pedagogy and analysis into higher education. Admin team is eloquent in its denunciation of modern scholarship, claiming it favors recalcitrant sciolists. And here we have the ultimate irony because admin team has warned us that in the near future, peccable jargonauts will place our freedoms under more sustained and subtle attack than at any time in recorded history. If you think about it, you'll realize that admin team's warning is a self-fulfilling prophecy in the sense that our duty should be to upbraid admin team for being so hectoring. To usher in the beginning of an obdurate new era of libertinism is alien to this duty. That's why I want you to know that admin team can't possibly believe that bad things “just happen” (i.e., they're not caused by admin team itself). Admin team is nutty but it's not that nutty.
    In the midst of our mighty struggle to make admin team answer for its wrongdoings, I have seen too many people stand on the sidelines and mouth pious irrelevancies and sanctimonious trivialities. I have watched too many people accept without challenge admin team's mudslinging, lewd claim that its perceptions are Holy Writ. And I have observed too many people fail to realize that admin team would have you believe that free speech is wonderful as long as you're not bashing it and the beer-guzzling, spleeny slicksters in its coterie. This isn't necessarily a new argument. Its roots go back at least to Foucault, and it has been elaborated in numerous venues, such as a book I recently read in which the author maintains that admin team is not as surly or obtuse as you might think. It's more so. Admin team's ideas about totalism are strictly for the birds—or at least, for birdbrains—and besides, admin team has been making a lot of noise about how it is forward-looking, open-minded, and creative. Now you might find such claims so unredeemingly blockish and lickerish that they would fall of their own weight, that they couldn't possibly have any effect on the public at large. Well, think again. In particular, think about how admin team wants us to believe that we can solve all of our problems by giving it lots of money. We might as well toss that money down a well because we'll never see it again. What we will see, however, is that in order to solve the big problems with admin team we must first understand these problems, and to understand them, we must foster mutual understanding.
    The time has arrived to make a choice between freedom and slavery, revolt and submission, liberty and subservience. We must choose wisely, knowing that if we work beyond the predatory plasticity of admin team's writings, we can live as truly free and empowered human beings. If, however, we let admin team make a cause célèbre out of its campaign to create a perfect playing field for the most invidious wimps you'll ever see, we become little more than fearful, broken dogs condemned to exist in a world of brain-damaged cameralism. Ten years ago, it was ridiculous politicasters. Today, it's sanctimonious ragamuffins who promote the caustic monographs of cranky, merciless bureaucrats. An ancient Greek once wrote something to the effect of, “Fear and retreat are not a solution.” Today, the same dictum applies, just as clearly as when it was first written over two thousand years ago. To summarize what I've written up to this point, admin team exhibits no shortage of outrecuidance. You know I'm right. Now what are you going to do about it?

    Hotfix 1:
    "Donor town" has moved ~500m NE to Therisa.  All city services still exist in the new location, but now there are multiple spawn points inside the area.   One of the Black Market production areas has been relocated to Orino.  This should make it easier to use the feature.   Cartel fridge containers will now save the dirty money contents through a restart.   Fixed a bug that should make the prison break mechanic more reliable now. Box truck skins should work as intended.

    The Kavala HQ we have now is old and not really functional. For example, You only have 1 building that you can process someone in and yes, the Kavala trolls are very aware of this and can make it very frustrating while trying to process someone. (and for all of you that are going to say "Then leave Kavala" I'm well aware of this and I don't usually stay there long lol) But as i was making the new HQ, I tried to take both Civ and Cop POV into consideration. You can see there are a lot of broken walls around the bay where Rebels or pistol bangers can still shoot you from but as a cop you can still get down and into cover. I placed one more deer stands around the HQ to give cops a better view of the surrounding Bay and to really help spot that guy with a 7.62 sniping from windmill hill or Tall rocks. Rebels still have line of sight into the HQ from castle and all around the bay, but I gave the cops more cover and places to process which i think has been needed for a long time. I also added a dome with a command center in it for processing which will help out a lot when locking down the HQ. Obviously the sign wont be staying but Let me know what you think!
