So i'm apparently notorious for being a dick cop in game... however apparently the FSA guys find it rather funny that I'm nothing like that in RL..

In order to have sufficient evidence so that the admins can take action is as you mentioned, a screenshot or a video. 
Although, the screenshot is required to have the message stated that you downed your bounty and then disconnecting shortly after. You can use the Page Up and Page Down buttons on your keyboard if necessary to capture the violation happening. I.e. screenshots are only eligible when the offence happens shortly after apprehension. 
Videos are definitely the most effective way to report a combatlogger or RDM'er, although you have to make sure to meet the required format for posting reports, found here .
As quoted " Combat Logging (CL) - Video showing a player being engaged in role play and using ESC suicide or disconnecting to avoid interaction ". If you make sure to follow the criterias, you will not need to worry. 
Also note that offences have to be reported withing 72 hours of the incident.

If you can identify it as your stolen car then no problem the issue comes down to when we look at reports they are only 5 mins long for RDM. So when looking at the police car we can clearly see it is a cop car and if you get down/killed by a cop we see the skin. However for civs all we see is a civ car driving around and if you follow them for 10 mins all we see if the last 5 mins so more then likely you will get banned for RDM but if you have the video of you following them for 10 mins to prove it was your car then its not a problem.

If you are driving a stolen police car they can shoot you.

I think he's saying that he stole a police car. 15 minutes later the police found him because there was a tracker on the car. However, they immediately shot and didn't initiate. He's asking if this is within the rules or should they have sirened/initiated.
