    Howdy Everyone!
    We know it's been a wild couple of months here on Asylum.  We've made a lot of changes and are continuing to do so to enhance the Asylum experience.  As we look towards a better Asylum community, we want to thank all of our loyal players for sticking around to make this place what it is.  
    In the last 10+ years we have had a lot of ups and downs, from dealing with the depths of the pandemic, to Turkish lawyers, and rough days at work, this community has always been a place for people to come together to be away from the outside world.  We just want to thank everyone for being a part of this crazy community we call Asylum.
    In honor of this we are going to be running a slate of giveaways to reward all of you, all in all we are giving away $2,000+ of Asylum gold rewards, and $20 mill of in-game content.

    It really shows that not only do us civs see the bias of the APD higher ups from the third point of view, but to also have someone to be almost as high as you can go in the APD and also feel the same way speaks volumes on the issue. Sorry to hear internally its also been a cluster fuck.

    Honestly, those who have been dealing with me over the past few years should know that I've preached a pretty consistent message.
    This is a light RP server, not a wasteland server. Relevant communication A push away from favoritism to involve more of the community It honestly feels like the longer I've been a part of this community, and as someone who's assisting in leading the APD, it feels like those three points feel further away than they did when I first got here. I've been an active Captain for 1.5 years and an active player for 4-5 years and personally speaking, some of the decisions that I've seen been pushed through I do not agree with and have made it very clear that it would do more harm than good. I'm not perfect by any means, but I do try and strive to strike a good balance between ensuring the APD is not a punching bag for the server and making sure the APD isn't too overpowered on a normal day-by-day basis.
     
    First - There is no more incentive for people to grind on S1 since the creation of Dom. Many of the cartel gangs that would hold cartels, do payouts, etc now just play dom to get their money and harass cops. "Why fight for a cartel when I can just sit on dom for 2 hours and make 500k-1.2m" ~A quote from a member of a large gang. With that type of money coming in, people don't worry about the passive cartel money anymore, or even go to feds to make money but just to kill cops. The second there are 4 or more cops, we get turned into a QRF that has to sit here and respond every 20 minutes to some new event. This, in turn, has made a lot of cops frustrated as a whole due to events now becoming the main part of the APD and not the roleplay, thus most of us go straight lethals now to finish the event quickly to go back out and patrol for what little time we do have. 
    I've personally suggested a much longer cooldown in between federal events but instead had a "security measures" feature implemented to raise the cops required per successful federal event. (Which has done nothing.) We currently have 10 federal events (With 3 being added in the last 3 months.) While the variety is nice we want to get out, patrol, etc and not be strung along from fed event to fed event. Part of this is the reason why I've calmed down on my playtime myself, I used to play 50-80 hours but now I can barely push to 20 a month because between 12 pm-10 pm it's just non-stop federal events from a gang. Personally speaking, my longest play sessions have been the nights that there is the least amount of events going on.
    We're told that we have to be punching bags, and have been for god knows how long now as Civ v Civ life has died down. Due to that we've had to implement policy/benefits to allow the APD leadership to try and push things more in the cop favor to keep our cops playing longer, as it's been stated time after time again. "Increased cop playtime = Increased civ count." A lot of these benefits that you've seen us use, I barely have even used them myself other than a handful of times. The Marshall is a joke, the ghost hawk that I've gotten to use once and it was pretty mid, "being able to break the GB whenever" I think I've done 3-to 4 times to send people to jail because their language was getting out of hand and once on an entire gang because they were spamming events as a group of 8-10 vs 3-4 cops.
     
    Second - In terms of communication, it's sporadic, to say the least. As of recently with the last two patches that have come out, the two "regular" captains get cliff-notes of what is going to happen and are expected to write a policy without even understanding the full scale of an event or update. The last update was a 12-17 hour heads up, (Given at 8 pm est and the update went live around 4 pm.) 
    When there has been discussions around potential balances etc, and I've asked for information about it I'm told. "Sorry you're not an admin so I can't share that information with you" and expected to decide on not having all of the facts which sometimes leads me to the wrong answer without knowing.
     
    Lastly - when it comes to favoritism it feels like it happens more and more with zero attempt to stop it.
    When discussing the APD leadership team, and certain gangs holding 50% or more of the staff positions, I've been told "It's natural and should be expected." When I attempt to regulate by blocking those who may not be good candidates but were voted in by their friends, I'm either outvoted or the rest of the staff team goes in an uproar over it. I've been told that "I am not allowed to talk about x staff member because you did something similar." But when a similar situation came up for a different staff member, I was allowed to openly discuss. I was primarily blocked on the first conversation because that original staff member was a friend of the Captain. We've allowed an APD staff member to hold a "retired" status 2 months early, Doing only 4 out of 6 active months because of his affiliation with the captains/admin team.  And honestly, I'll go out and say it. Both myself and Djmon had actively mentioned/fought for @DarkKnight to be the current chief of police, but it instead was given to Austin M because of his affiliation with HunterB and told "We believe he's deserving of this position over DK" (The guy who is highly regarded as one of the true captains for the APD that has respect from a large group of the player base.) Ever since then, the communication between Captains and SA's have fallen dramatically. Instead of a "Hey let's open a discussion and talk about XYZ." Now it's "Hey I already talked to the SAs and agreed upon this going forward." Meaning that if I were to contribute or have a conflicting opinion, it instantly become a 4v1 or 4v2 as they all had aligned themselves prior.
     
    I do love this community, and the people that I've met and interacted with but as someone in active leadership, there's a lot of frustration that I deal with because of the shadow games that are played between friends and some of it has made me lose respect for my peers/"bosses" and to a point has started to make me less involved with the community as I've seen my opinion not be valued anymore now that the friend group up top has the majority. I've tried my best and I'm not perfect by any means but some of these issues could have been avoided by choosing who was right for the role instead of who we wanted.

    i dont use it myself but it's only an advantage for people that use it, which every single person has the ability to use it. i dont really see how its unfair when you can make the choice to use it yourself.

    after dying  twice and using his HQ I agree its not the best idea to make it something you have to unlock unless you guys enjoy watching a gaggle of cops migrating across the map for 10 minutes to get to a fed 
    This is true it is not a very elderly friendly thing to have

    Personally, I enjoy when certain Sergeants (Kernikov) pull the Mobile HQ and force our senior citizens (Grandpa Ricky) to run 1.5 KM to the Bank.

    Lately I've been feeling the winds of change starting to pick up so I thought it would be a good time to put out some of my hopes and dreams for the AFD. I understand we are not the most popular faction, understatement, but with the huge changes that have been coming to asylum I'm hoping we can change as well.
    The biggest addition on my mind for the faction is implementing either a prestige system for A-EMT+, or at least expanding the talent tree and adding more talent points. The prestige system could work just like the APD's corporal system where doing medical activities grants you prestige points, and you can choose your perks, some of which could be the following:
     
    Veteran Firefighter I - Make 20% more money off fires
    Veteran Firefighter II - Put fires out 20% faster
    Repo King - Impound cars 20% faster (A-EMT+)
    Transportation VI - Ability to buy Quilin, Jeep, or Prowler (Assuming we got one of these) - This could build off our current life saver talents or be its own option if gone down the prestige route.
    Charismatic - Receive 10% discounts on vehicles in shop
    Street Sweeper - Clear wreckages 50% faster
    Life Saver VII - No revive cooldown after being revived - This could build off our current life saver talents or be its own option if gone down the prestige route.
    Houdini -  If used as a new talent, this could give EMT's the ability to impound their own vehicles. If used as a prestige choice, perhaps A-EMT+ could impound their personal vehicle instantly.
    Car Tracker - Your vehicle spawns with a tracking device. - This could be useful for those who can be a little forgetful on where they parked. This could also be added as Transportation VII if made as a talent.
    The Architect I - Repair houses 25% quicker
    The Architect II - Make 10% more money off house repairs
    Resourceful - This quest would give medics under the rank of paramedic a 25% chance for their medical equipment to not be used, we currently have Life Saver I which gives Paramedic+ a 50% chance for their medical equipment to not be used.
     
    These are just some ideas, if a prestige system or expanded talent tree is a real possibility, myself and the other good AFD fellas would be happy to do more brainstorming.
     
     
    New lifetime quests:
    FDNY - Put out 100 fires - There is a current put out 500 fires as a restart quest which seems a little difficult. Before the quests were reworked we had a quest to put out 100 fires which I believe is a more reasonable number and a more reasonable time frame to accomplish the quest. 
    Revive 1000 people - We currently have one to do 500 revives but this could be a goal for those with truly no life
    Blood bag 1000 people - For the no lifers again
    Impound 500 vehicles - Self explanatory
     
    New Whitelisted Role: Combat Medic
    Just like the SWAT role helping the APD out with federal events, I believe a Combat Medic role could help the Medics out.
    This could work exactly the same as SWAT does, when a federal event pops, whitelisted individuals can go to vehicle trader to sign up as a Combat Medic. This role would automatically redeploy a medic to closest HQ to the event with very good armor and smoke grenades. Just like SWAT, when the event ends the gear would disappear after a few minutes. We would have very strict rules surrounding this role. Not using the gear for anything besides the event and not dropping items would be a start to the rules. 
    Once again if the dev's are considering this we would be happy to make a draft for the rules and how this role would be obtained by our medics.
     
    New Vehicle: 
    Many of our revives involve us traversing some of the most rough terrain Altis has to offer. With that said I would like to propose the idea of adding an AFD Qullin, Prowler, or Jeep. I would prefer Quilin but beggars can't be choosers.  
     
    New item: Starter Pistol/Flare gun 
    Myself and anyone else who has ever played medic would probably agree a firearm would be a very fun addition. However I understand that this is very unlikely to happen. Real life medics don't usually pack heat but you know what they usually do have access to, flare guns! Even with it not being a real gun, I'm sure this is still a long shot but I'm a dreamer. Giving flare guns to A-EMT or Paramedic+ would be a fun little addition to the faction and it would make a little bit of RP sense. 
     
    Quality of life changes:
    -add nitro to EMS shop
    -remove or decrease amount to take vehicles from garage
    -a daily login bonus (money, vehicles, etc)
    -slightly increase amount of fires randomly started each restart
     
    This is a huge amount I'm suggesting and of course I'm not expecting all or even most of it. All I ask is for some of these things to be considered instead of seeing an AFD post that requires work and immediately shooting it down. Any time spent looking into any of these would be greatly appreciated by myself and all of the AFD.

    The Chinese lag a lot and its pretty fucking annoying but at the same time I would rather fight laggy players than no one at all. Some of you English speakers sit in cities alll day jerking each other off so getting rid of the Chinese would kill fights at night.

    Seeing as the majority of active players actively support region locking, I think something needs to be done. No one wants to fight someone if theyre teleporting everywhere. Idc where ur from, China, US, or the moon. If fighting u aint fair cuz ur lagging all over the place, u shouldnt be allowed to play and ruin the experience for those who've been on the server for 6 years

    Dear Rogue, 
    I CrazyBuck have a suggestion. Yall should make it a requirement to have less than 200 ping and speak english. I aswell as many other players are sick of fighting the chinease gang when they are rubber banding and teleporting all around. I also believe that the fact they can say  Ju shou huo si and then shoot. half the players dont even know what that means. It is really starting to become anoying.

    EFFECTIVE IMMEDIATELY
     
    Effectively immediately APD Captain's are bound by the guidebook just as their subordinates are. Their conduct in game and out of game will be enforced by the guidebook. There is no one with an APD rank who should be considered above the guidebook or not required to follow the rules they are bound by as such.
