We have roughly 16-20 Admins including moderators, we have 5 servers, most which are full so that 500 people that we need to watch. 16-20 people that all have jobs, families, other games, personal obligations etc. So that could on average drop down the amount of available admins to about 5 at a given time, that is 1 person watching 100 people, and listening to hearsay that something occurred. The above is a link to our report process allowing us to have information and evidence that allows us to process your allegations and make a decision based on it. Please make a report. If its a player that is MASS RDMing or MASS VDMing please join TS in the General Support Channel with your name like: Olio (MASS RDM) and someone available will check it out but you still need to file a player report. Hope this clears it up for you, we look forward to seeing the report.

This is not true.  Cops do not (and should not) personally deal with RDM'ers, combat loggers or any other kind of server rule breakers.  Cops only deal with people who commit in-game crimes like manslaughter or drug trafficking. Only admins can deal with RDM'ers and it's rare that they'll be in the server at the right time and place.
While a good idea in theory, it encourages people to over-report others for grey area or borderline offenses, which only fosters a more hostile and toxic community attitude.  Handing out the reward is also one more task for our already over-burdened admins, and as maudlin as it sounds, you really should report RDM'ers for the warm fuzzy feeling you get from bettering the servers.  Shouldn't do it for any other reason!
I'm sorry you've seen so much RDM but we all have to deal with it.  Either get out of Kavala, roll with a gang or a few buddies, or just learn to brush off any deaths from RDM where you didn't lose any money/items.  GLHF!
