Asylum was removed from the approved list of servers that can monetize items in game. BI appears to have been doing a sweep of servers prior to the Tanoa update and decided they no longer thought that what Asylum was doing with the donations fit their ToS. Thus, Asylum was unapproved, therefore no BE. But it looks like the people in charge here made some changes to the donation setup and rewards (Hatchback Sport, Debit Card and Mohawk no available to all in some fashion) and thus we have BE back.

Yup! You get a cut taken when you process both from the talent and the owners of the cartel. If you have the talent, the cut taken is just to the owners of the cartel. Ideally you would get both. FYI, meth needs to be processed twice. Ephedra + Hydrogen + Phosphorous -> Meth Cocktail -> Crystal Meth
