The flag, itself, isn't important in the fight, just being in the area around it.
Pushing is actually pretty easy, and flanking is not that hard. The hill allows for very wide flanks to be effective. To push, all you have to do is slam the sandbags and rocks on the far side of the flag. You can cap from there. The rocks behind and in front of the sandbags are helpful for pushing, and so are the vehicle wrecks I put down. The holes in the sides of the compound itself make it easy to get inside and attack once you slam the wall. I don't think pushing this objective is that hard.

your cap is not good. no one likes towers regardless of condition. his wongs is much better as those buildings have been used in different dom caps and gang fort so they're proven to be good.

You could choose to "Cut" the fentanyl with something. Make it a bit of a gamble, you could keep cutting the fentanyl with other stuff found around the island and increase your yield. But you might get to the drug dealer and he turns you away. (Or worse)
usually you cut things with fentanyl so maybe you can make fentanyl and cut cocaine/heroin with fentanyl to make it more potent and expensive?

Though I agree with your suggestion buying them at rebel, The lethals are more for when you're fighting larger groups to hunt one of their members. Making that trip to rebel then to your house also have to swap licenses to buy each time you need them/restock.
If excess honor to convert to increase bounty cap (max would be 250k)... I liked @王 rando 王 suggestion of making it a way to hand select a bounty by using honor as a way to get it.

Like I said, these locations being more uncommon will increase cartel activity when the cartels spawn at them. People will want to go fight at the special locations, so the ones that are far away will receive the same level of activity as most cartels do now. None of them are farther away or less accessible than some of the current cartel locations. When they added the Crypto Cartel, it had three locations that were all spread out and far away, but people still went to fight it. And, it even had similar functionality to Oil Cartel, so it's a good model for it.
I don't think they will increase any activity. Cartel fighters like the caps that have been here for years as they have proved to be balanced. Boat pushing terrible, you have no armor at all and are a sitting duck. Orca dropping can work but theres limited numbers of people who can effectively orca drop. Not to mention most gangs don't care enough to go up to north wongs, so why would they care to go to these new cartels.
Also, Ghost Hotel was a cap previously and was removed. It just promotes sitting in houses
