I could be wrong here but if memory serves correct the whole point of cotton was a legal means of making money but it was originally suppose to have "slaves" to go along with  it. Kind of like a light passive money making mode once you made the investment, where you could send npc dudes out to like farm it for you or something and send it back to your house while you did other things. But that didn't get added for obvious reasons lol.
