Requirements:
Mature Must be active Willing to help the gang out Must be able to support themselves with their own money If ur highly wanted stand with a weapon in a gang house to get lethaled fixed

As a normal whitelisted officer, you are prohibited from partaking in recreational activities, such as, go-karting, doing drugs, and skydiving. 
Although as an undercover officer you ARE allowed to do recreational activities only to blend in amongst the other civilians. For example, smoking a drug to blend in if someone gives it to you and wants you to smoke with them, someone wanting to do skydiving and asks you to come along, a fugitive racing on the go-kart track who you want to get closer with so you need to drive a go-kart. 
I don't believe there are any clear restrictions from doing what you've asked, but as a personal recommendation to avoid any backlash, you keep it to:
getting in a heli-> grabbing a parachute -> diving high enough and far enough away to where they can't see you/hear you -> and jump 
works the same way, except there's no grey area and potential to get in trouble. 

Alrighty, i got a question about skydiving. 
Say the fugitive is on top of kavala ATM, am I allowed to use skydive to land there and down the fugitive. (they never look up hehe)
And the same question as an undercover officer (if not allowed as regular)

Few notes : 
#1 : the guy who i gave 140 k, just lost his freshbought helcat to some rebels,  i felt bad and had noone to do my parcour so I said if he finished it in time i would comp him the full amount.
#2 : @UberGaming also did the parcour, but sadly the clip was corrupted.
#3 : all the others recieved 30 k for finishing the track in time 
#4 : Sorry @Austin Rogers The Original for breaking the apd guidelines by making a 'checkpoint'
#5 : to avoid all you guys out there need to find the image again\
