This would be a different kind of thing. Think more for like sting/trap car operations.
Just an idea that would add some shenanigans and wouldn't be terribly time consuming for the devs to implement.

A single-use device that can be attached to vehicles. When activated it will set the vehicle's engine to red/disabled. It can be activated remotely through a scroll wheel option. The vehicle can be repaired as usual.
Implementation/Balance
Attached to vehicles similar to tracking devices. Attaching it has a progress bar similar to repairing a vehicle.
Costs a few thousand.
Purchasable at rebel/skip/cop shops.
Limited range? 1km maybe.
Limited availability to cops? Rank+ or undercover only?
Illegal? Possession is a few thousand dollar charge.
Works on aircrafts too?

Keep the physical locations the same but change which drug is collected/processed at each location randomly at each restart. The field and processors will always say paired (if heroin field moves to coke field then the heroin processor moves to coke processor). Each type of drug will still be available each restart. Heroin, coke, and meth are the main ones but you could also include weed, uranium, and dark fungi in the rotation too.

For both HQ there are ways I can make them less cluttered or use overall less props. I tried to build these with all play types in mind which is impossible to get perfect but I'm trying to get close.
Being critical of A, I think having part of the HQ sectioned off behind the main building is not a good flow (level design perspective). The primary idea behind this was for maintaining the shooting range lane. The range could be relocated/removed and the design simplified.
I really like the size of the HQ in these designs though. The only addition to the vanilla footprint is the front gate and the helipad area in variant A and related area in B. Bloat was a concern of mine, specifically thinking of Pyrgos. I might make a smaller variant tonight.

For Arma 3 and for a bit of future proofing you probably want something at or above the performance level of a 1080ti (IMO, currently running a 1080ti). As for picking a card you'll just have to look at generational changes and decide what features you want (like RTX support). From there find what fits your budget.
Check out this image from Tom's Hardware for some benchmarks to get a general idea of performance for common cards:

Brand doesn't make a huge difference. Some will strap on a better cooler and then raise the clock speeds slightly for better out of the box performance but the difference is typically minimal. If you're buying something new I'd just find one that lands in the middle/lower end on budget and fits your system(size/color/theme).
I'd make the recommendation checking out the used market to get better performance for your buck. I have used https://old.reddit.com/r/hardwareswap/ multiple times with no issues. Just make sure to read the subreddit's info on making safe purchases with buyer protections.
Side note for Arma 3: performance is more dependent on CPU which is less common for many modern games. Some people may benefit more from a CPU upgrade than a GPU upgrade.

I feel like if I have made it back to an HQ I should be able to start the vehicle seize process anywhere in an HQ. Right now you have to always hug the walls of the main building to get the option and it's often a pain in the ass.
Possibly extent this to being able to seize player items (I think that is separate) and send to jail anywhere in HQ too. Trying to process everyone jam packed next to everyone else gets so loud and hard to hear. It's an HQ, why can't I use all of it?

With the size of Pyrgos HQ it is kind of a pain to spawn so far from the garage and and buy box. Could these spawns be moved to be closer?
SWAT is annoying too if you're already at Pygros because you just get respawn somewhere random in the HQ and have to run back to the garage/shop again.

The new audio quality is sexy. You can also hear people talking from a vehicle in direct chat now too which is nice.
