    With the recent community meeting that was held a lot of topics were talked about from newer friendly player zones to newer federal events, I'm here to discuss the event portion of it. Playing as the APD is a blast but can be a bland at times as the only thing we can do is.
    Federal Events Interact with players  Respond to robberies (which almost never get responded to) Give out tickets  Patrol cities and illegal areas  Not much content for the APD unless you're a SGT, LT, or CPT as you have authorization to much more, Let me introduce cop sided event. 
    Evidence Convoy 
    Rules: 
    2 LTs Must be present to start event with a combination of 60 Civs  Must wait 15 mins before starting the convoy Must be a minimum of 10 officers online Must defend evidence lock up for 15 mins until all evidence gets locked up  Convoy must go a normal speed Convoy must start from Evidence Lock Up to Kavala Check Point (Civs must take the vehicle to Athira Rebel) or Dump HQ to Pygros (Civs must take the vehicle to Kavala Rebel)   
    Reasons for the rules 
    (1.) LTs are essentially a gangs R2, makes sense that they should be the one leading/able to do it (2.) Civs should be able to set up ambush points and road blocks to either delay or halt the convoy completely and also give them time to prepare or halt whatever activity they're currently doing to give them the opportunity to participate in said event  (3.) With the current ratio on cops to civ 10 officers should be a good start, this can be twerked to a devs liking as I'm sure the higher ups will have feed back on the event in what can be changed  (4.) Instead of making the convoy from start to finish by adding a time frame at the HQ’s this gives the factor of a "Defend Terriorty" for the APD. (5.) We don't want the convoy to go full speed down the main MSR giving time for ambushes or road blocks to form again (6.) Civs have to take the Hemmet to a rebel outpost in order to access the materials within the convoy  
    Convoy Inventory/Payout
    Must use a Hemmet truck Hemmet can be filled with either with Cocaine bricks, PCP, Wax or guns Payout for officers will be 1 mil split between all officers involved Conclusion
    This will all be tweaked some things can be added or removed but at the end of the day the community and active player base will know what's best as we are the ones that play, I wanna know you're guys feedback on this idea and hope the devs will use this as the blue print to a fun and entertaining event.

    Cop Evidence - Priority #2, (Under Evidence, above mental) would have a payout between Evidence lockup/Mental Asylum. (Roughly 1m+ loot table, could even look into potential for Zafir etc.) 

    Two separate routes would be available, civs must be required to take it to a drop off point in order to access materials inside. (still unsure how to flesh this out fully)
    Either Dump HQ -> Pygros HQ with a civ drop off point of Athira Rebel. Evidence Lockup -> Kavala Checkpoint with a civ drop off point near Kavala Rebel.  Civilians are provided a 5-8 minute warning that a police convoy event is starting. The civs will not be provided what route but common knowledge that both routes must past through the center of the map. 

    Requirements to start - 2 LT+, (They're essentially a gangs R2, makes sense that they should be the one leading/able to do it.) 10 cops and 60-80 civilians. - Reason being, this is meant to be a cop sided federal event that when pulled will want to entice players of all variety to attend and attempt to steal. Given the access that civs have with 50s, quillins etc, we want to ensure the APD has access to all equipment to protect, Civs would also have an updating redzone where the convoy is.

    Convoy vehicle itself will be one/(two separate) tempest repairs (with the loot split 50/50) allowing APD to keep their vehicles moving and fixed up. Convoy itself will be a moving red zone only for those who are engaging the APD, not for random civs near by. (Assume proper use of force policy.)

    Payout for cops I'm unsure about, assuming roughly 1m split so about 100k per cop if successful, less of a payout if more cops attend.

    Passive mode for new players and it only lasts an hour. Passive players can be seen on the map and maybe transparent if that is even possible or just an icon above the name.
     
    One time use as soon as you join. Either Accept or Decline.  Teaches you the basics and takes you on missions (Paid for the missions obviously). It shows you around the map; Where things are, keybinds, ect. It allows you to leave the passive mode at anytime, but it deletes what you're doing and takes you back to respawn screen.

    Effective Immediately we are re-introducing the role of Chief of Police. 
    The Chief of Police will be the title for the Admin Captain, The Chief of Police will be responsible for IA/discipline on current/retired asylum staff up to retired captains.
    -CoP will be a direct line of communication with Server Staff and Captains/APD.
    -CoP will be the “Ambassador/Advisor” of the APD - helping to always better the APD alongside the Captains.
    -CoP main focus is the APD and is expected to host in game events on behalf of the APD
    -CoP may test new in game implementations, and policy when needed.
    -Otherwise, will be held equal to power/standards as the other captains.

    Skimancole was a great admin, and in my opinion should still be. To be clear, before reading anything else I will put out there that I do have a friendship with skimancole but I will be completely honest in this post, no bias will be present. 
     
    Skimancole was one of the most active administrators who particpated amongst the average player base. I have a personal perspective on admins especially the ones that role around in a group and spam events, troll in city squares, and always have suicide vests/rpgs ready to go without due care because they are not effected by economy. Admins being able to fight with the average player base that is effected by economy with the use of their uncontained armory is a issue in its-self the way I see it. The game / playstyle is conducted in a way where there is a sense of loss when fight, repurcussions, and so on. 

    I've seen admins constantly abuse their in-game admin, to much greater extents. Simply not understanding how and what they do effects normal players and not so much themselves. If this is the direction the server is taking then it would expected of our higher level staff to employ no-tolerance on all staff members or much higher degree of scrutiny. I can say for fact and others may vouch that all admins or majority have done things in their past that would justify removal or consequences. Which leads me to believe that Skimancole was targetted, hence additionally this was an out of the blue removal.

    Skimancole was not an isolated problem. In terms of productivity, and true respect/care for the community he had it. He was never stuck up, never thought of himself as to good for the average player, never acted as if he was untouchable. As I have played with Skimancole now this is true and continues to happen with members of the playerbase. In my opinion he was the most approachable admin due to his consistent interaction with the community wether it be in game or simply chatting in the teamspeak.

    To dive into his admin usage from my experience I will start with gang fights. In gang fights, we never recieved information that would not or should not be known. Gangmates were never teleported, even in the smallest degree to produce an advantage. He was cautious on the amount of vehicles/armory he contributed to fights knowing that there is a unfavorable advantange if he was to be supplying the economy to us while the other gang we were fighting had to sacrifice their own vehicles/loadouts. 

    To be more specific, a very simple but proving scenerio was one that took place at a cartel event. We were fighting a gang and wiped them from the cartel capture event. The event was over at this point and we were ready to leave. One of our gangmates was dead but ragdolled inside a down wall so nobody could get the revive option on him. We told Ski and instead of simply reviving him he played it by the book, told one of us to stand over his body for 45 seconds, then after that revived him via admin. This is such a simple situation but was treated with due care. 

    I can continue to rant but I've already wrote part of an essay so I will leave it here. Anybody who has played with Ski understands his level of respect/care for the community. Knows he does not wave his admin privileges in the face of others and uses that privilege with respect to the player base/server. Finally, was one of the only ones to take action and step forward in the banning, unbanning, and moderation of "big" bans or "big" names on the server. He cared, and in a situation where your trying to promote a growth in player base, removing a vital member from the equation is not the best step forward.

    Civilians found in possession of Henbane Plants are to be charged with Possession of PCP
    Civilians found in possession of PCP Pill Sheets are to be charged with Possession of Purified LSD/PCP sheets
    Cartel event:
    While a cartel event is active the APD may only enter if in active and visual pursuit 
    Captains are not permitted to raid an active cartel event
