APD POLICY CHANGES
Since we raised the minimum amount that would warrant probable cause, people have been able to get away with lockpicking/stealing vehicles without officers being warranted the right to search and seize illegal items off of the suspect. E.G. Lockpicks.
Individuals with charge(s) of Attempted Auto Theft or Grand Theft will automatically grant APD Officers probable cause regardless of their current bounty amount. 
Individuals who are currently in the process or have already stolen a vehicle but do not have a bounty will grant APD Officers probable cause.

And I'll go a few steps further. How about helicopters that are landed engines / tail rotors?
Fuel tanks?

Are you able to make money with no risk since most of the people at coke processing are friendly?
Where's all that money going to?
If you are able to make more successful runs than unsuccessful runs, then no matter what, in the end, you are making a lot more money than you're losing. And if you've been doing it every day for who knows how long, then why does it matter if someone camps it on the last day? Haven't you got enough money from it?
Not saying that is what you've been doing. Just using it hypothetically.

Do you mean corporals+ having the ability to spawn events?
I don't think the admins would trust anyone but themselves to host events.
It only takes one person to ruin things sometimes for everyone, and it has happened quite a few times in Asylum.
Besides, FSA would probably just blow it up.
