    I had heard a great idea for a facility, make it into a government facility where all impounded guns, drugs and any illegal items are stored every server restart. Rebels can raid it to steal items back. It would be naturally unbalanced against rebels because they would have limited transportation options to successfully get items out of the area to safety, cops could quickly respond from Highway but the unique structures and size of the complex would encourage rebel activity.
