    Description
    The purpose of the restructuring is to separate in-game oriented officers from those who wish to assist the Asylum Police Department, in ways above, and beyond in-game for additional rewards.
     
    Rank restructure
    Lieutenant - Now responsible for Internal Affairs reports, issuing disciplinary points, marking applications, interviews & ride-alongs. They are still responsible for promoting Corporal to the rank of Sergeants. 
    2nd Lieutenant - Responsible for in-game activity such as house raiding, rebel raids. Has the option to buy 7.62, Strider, Huron. Also are responsible for scouting potential future Sergeants candidates and provide tangible feedback for their voting/promotion.
    Sergeants - Now an in-game rank, Sergeants are not responsible for marking apps or doing ride-alongs any longer. However, they are responsible for scouting potential future Corporal candidates and provide tangible feedback for their voting/promotion.  
    Corporal - Unchanged
    Constable - Unchanged
    Cadet - Unchanged
     
    Rank Activity Requirements
    Lieutenant - 35 activities per month, with a cap of 2 a day on marking apps and IA. Ratio is waived when they complete their total activity.
    2nd Lieutenant - 20 hours and 15 days per month. Ratio is waived when they complete their total activity.
    Sergeants - 20 hours and 15 days per month. Ratio is waived when they complete their total activity.

     
     
    Demotion Procedure

    Lieutenants are not permitted to go inactive, otherwise they face demotion.

    Sergeants are granted a month of leniency to become active, before being removed for a second month of inactivity.
     
     
     
    Retirement Procedure
     
    All retired ranks must have been active in their position for at least 3 months and maintain 5 hours, and 5 days activity per month, or be demoted to Corporal, barring an absence request. Retired officers may not participate in the voting process. Retired officers may reinstate to their previous rank, but must be considered active again at their current in-game rank and apply for promotion to non-retired rank or approved by a Captain.
     
    Lieutenants that choose to retire will obtain the teamspeak rank of Retired Lieutenant, and will hold a Sergeant rank in-game.
    Ex: [Retired][Lieutenant] Joe
     
    Sergeants that choose to retire will obtain the teamspeak rank of Retired Sergeant, and will hold a Corporal rank in-game.
    Ex: [Retired][Sergeant] Joe
     
     
    Policy Update Clarification
     
    Everyone is asked to hold regular briefings explaining the policy changes listed here. Specifically, explain that Cartels are only be to entered when uncontested for updating warrant tracks. Like Rebel Outposts if you die in a cartel, you are not allowed to respawn. No officers should be in a Cartel longer than 3 minutes.

    On my first night apart of Rebel Department we decided to have a little bit of fun and Role play a kidnapping. The victim (a.k.a Goku) was in on it and we had a bit of fun. Here is my pov of the whole thing.

    This will be a fairly lengthy list of patch notes for this week.  We have been very busy, and we hope you enjoy the changes and bug fixes we have in store for you.  
    Major new feature - the Asylum Exchange and Housing market
    Players may now sell resources, weapons, and vehicles to one another via the Asylum Exchange (located near the major towns). You can also put offers up to purchase items in an effort to get people to craft them for you. Offers for buying and selling items will expire after 3 days.   House sales now should work properly as well.  Check the home improvement store to get a listing of what homes are for sale on each server.   Now for all the other things that have happened this week
    Quality of life changes:
    You can store your vehicle at AAC airfield skydiving location Garage added to ghost hotel drug cartel location Added gang bank access at zaros/rodopoli turfs First aid kits added to swat loadouts Y menu items dropped on death from a helicopter will now spawn at ground level, preventing them from colliding with the rotors. The server will start with all bargates open RCO now purchaseable at turfs Garage UI will now display the color of the selected vehicle. Potential improvements to vehicle saving functionality across restarts. Attempting to track a bounty target who is on debug island or at the courthouse will now warn you as such and not waste your track attempt. Arms/turf weapon discount now applies to the weapon store at turfs. Being downed no longer deletes 1 magazine, it should be added to your inventory provided you have space. You can now play medic if you are wanted as a civilian for under $2,000. Attempting to store too many items in your vehicle will now see if any of the item will fit, and choose the maximum value (helpful when using the "double click to select all" feature) 2 people reviving the same person at once no longer completely disables revives for that corpse Added "Swap" button to trunk UI for trading items between vehicle inv and personal inv in one action Bug and other fixes:
    Key/cash/item transfer UIs now only show players in your vehicle crew when you are in a vehicle. Rebel clothing store now requires cash on hand. You can no longer buy things through walls. Dialog windows should close on death, preventing exploits Fixed a trial exploit which allowed the prisoner to become unrestrained and escape from jail entirely. Seat belts will no longer heal you. You can no longer pay off your bounty at a courthouse while on parole. You can no longer store a vehicle which has been destroyed Cadets can no longer access long-range scopes or lethal rounds. You can no longer use a blood bag or splint while in a vehicle Speculative fix for a situation where restrained persons could not be interacted with after escorting. You now need a bolt cutter to unlock the federal reserve gates as a civilian Undercover Y menu items duping/stacking on death has been fixed. A potential bug causing you to get stuck on swat gearing screen was fixed Adrenaline shots should once again serve their intended purpose of reviving a downed player. When used on yourself, it removes the 10 minute revive debuf/fatigue. Fixed some bugs with the blood bag animation Master medic prestige talent should now work for cops. Police can now search vehicle inventories and backpacks Show of force 4 and flight transport police talents have had their description corrected A bug where failing to complete the blood bag process would break the Y menu has been fixed Minor Additions:
    Sting added for cops/bounty hunters An old version of the Hunter/Strider siren has returned Sound added to seat belts. "Deposit All" button added to ATM UI. The civilian grease monkey talent now stocks your vehicle inventory with 2 tool kits when pulling it out. Several more NPCs have returned to Altis.   Donor:
    Donors now receive a 100,000 prestige bonus per level.   Australia:
    Modified the Australia map placements for the new Australia map RCO, MRCO, and ARCO scopes are now available on Australia More variety of weapons have been included in Australia Additional helicopters have been added to the map, and existing helicopters have had their prices reduced Gathering locations have changed significantly since the last time you were likely on the island, so come check that piece out as well Hotfix 1:
    Fixed crates not spawning in correctly The APD now has access to weapons on Australia Hotfix 2:
    Added message history to the cell phone. This will show all of the messages you received during your given login session. Added the ability to craft magazines to the factories. Corrected and returned hotkey for police restraining - defaults to shift+R, can also bind user action 4. Per request, action to pick barley takes priority in order over action to pick berries. Added confirmation dialog to "Match offer" exchange button. When matching a virtual item buy offer, you are now prompted for the amount you want instead of auto-choosing the amount they are selling. Barley/corn/rye may now be sold on the exchange. Edited some of the max price parameters for the exchange. Armed offroad gunners should always fall out of the vehicle when downed now. Bounty hunter badge no longer re-appears when requesting a new bounty. Repair action moved lower on the list so as to not take priority over 'get in vehicle'. Hotfix 3:
    Fixed an issue with message history Fix for a bug that occurred when initially requesting a bounty who was either dead or in a trial Under cover officers no longer lose Y menu on death LTs and Captains will no longer down themselves from fall damage You shouldn't have to heal yourself twice at a hospital to get 100 health after a revive debuff Getting revived or re-gearing as cop now automatically loads tracers, if you had any Made a change to make restarts more reliable An issue that may prevent new players from joining the server should be fixed  
    Hotfix 4:
    Players who logged out in jail should no longer always spawn on debug island.   Bounty hunters will find more optics choices in the BH gear shop Storing a vehicle with items inside should now ask you for confirmation Minor wording changes to the Asylum Exchange

    A new aggression system has been added to the game.  When someone shoots you (or your vehicle), they will now show as red to you and your group.  Aggression lasts for 5 minutes and is limited in its range.
    Gang items:
    Command menu and group lead functions have been removed from the game. You can now set your own gang tag as the gang leader. This is done through the gang menu. You may only use characters from the gang name itself.  Cop items:
    Cop restraints are no longer infinite.  You will become unrestrained after 10 minutes if you are further than 500m from the nearest cop. Undercover cop names have been redacted from kill/down messages. A bug causing cops to not be paid when killing a suspect has been fixed. Cops will no longer lose Y menu items from vehicle deaths. Fixed “snitches” talent for the APD.  Added quick loadouts for the APD upon respawning after death. The officer will be able to retrieve the gear they had on when they died, but will be subject to a timer and having funds for the loadout. An issue where a police UAV would be disconnected when entering a vehicle was fixed.
    Bounty hunter items:
    Bounty hunters/warrant officers will be able to see how long until they are next able to track if they attempt to track too soon. You are now able to request a bounty while in a vehicle. You should no longer get bounties for your gang and/or group members. Miscellaneous features:
    Oil processing has relocated. You now earn more oil per run. You may now lock and unlock individual doors in your house by using the U button.   Medic sirens now turn off immediately when the medic shuts them off. Unflipping a vehicle is now only available if you were the last person driving it, or if you have keys to the vehicle. The 'Quit Asylum' (Abort) button now sends a sync request upon pressed, so you don't need to worry about hitting 'sync data' as much. Removing zipties as a civilian now requires a weapon (or that you be in the group of the restraining party) The owner (or gang members, if this is a gang house) of a house is now always able to access his crates, even while the house is locked Locking your house will now close all doors as well.   Other items:
    Money again drops as intended.   Fixed an issue related to pricing for out of stock items.   Measures have been taken to fix the Arma 3 group limit problem. Hopefully this will prevent players from being unable to create new groups. Optimized how some of the scroll menu options availability is calculated to limit FPS loss while scrolling. A bug preventing you from giving a bloodbag or splint to another player was fixed. Pull out unconscious should be more reliable. Fixed a couple of bugs related to losing gear when bad data syncs. Running out of food/water, and then bringing it back above 0 will actually restore your stamina as intended. The vehicle factory now leaves more room for large helicopters to be crafted. You should no longer be able to purchase more ammunition than you can carry.   Hotfix 1:
    Bounty hunters can now show and hide their badges more reliably. Revive requests will now only show for APD medical officers when no medics are online.   Fixed a minor issue with the calculation of the quick loadout price. The APD can now directly enter the Strider's Commander seat. You can now use the virtual inventory of house crates while your house is locked.   Fix for vehicle stock decreasing when not having enough money for the purchase.   Fixed an issue with unintentionally spawning at the Skiptracer Base.   Potentially fixed a rare bug related to escorting a player.  You should now be able to request a bounty from inside a vehicle from your phone.   Vehicle shop menu now reflects the price net of the governor's tax. Hotfix 2:
    Cops must now use the regear function at the sign.  You have to stay within 10m, and you may not enter a vehicle.   Fixed an issue related to the radius of cop warrant tracking A few more NPCs have made their way back to the island. Removed a message that was unintentionally popping up Changed the Suicide message Undercover APD officers will no longer have their identities revealed in the downed/killed feed. You may now only request a single trial. Player's names will be added to map markers they create.
