You can of-course hold and use all information you have obtained through any given restart till the end of said restart.
The general rule of thumb I use for people "turning themselves in" would be the same for Trial by Combat, they shouldn't have been aggressive towards you within the past hour.Now one whole hour can be a bit excessive, so it honestly is a case by case scenario, it depends on what they were doing, how they were treating you, so on and so on.
That being said, if someone is willing to turn themselves in, and isn't being a total dick, you should reward that.. because.. we encourage it! hence the 50% reduced ticket.
So your example being they simply evaded you. I would have treated that as five minutes, once those five minutes are up, if they turn themselves into me, start 50% off.

You're playing on a role-play server, so you shouldn't get angry or agitated for officers trying to engage in role-play, outside of just processing an individual.
Role-playing with civilians is encouraged at all times, and it will always remain that way.
If you're not happy with someone pulling you over for no reason, because it is a "waste of time" as you say, maybe attempt to make it not by having fun with the cop and role-playing as well, who knows what might come of it.
You can always just ask why you were pulled over, they'll give you the reason, say you're busy am I free to go? Takes probably 10-30 seconds at most.Donald, Kev 23, JaxxonMurphy and 4 others like this -

I think there should be 2 ways of making it.
You gather the materials and go to a sewing factory, which is a legal area and you can make all the vest that are not level 3 armor.-- the other method is you can make it at the black market, which will allow you to make all vests + level 3 armor, but it is an illegal area.
Similar to crank, you should be able to buy a portal sewing station that will allow you to make it in your home, which will take up a crate slot, or in an RV.
Just a thought, idk.

I believe BH can't send people in cop restraints.
But in the past if someone stole a bounty right before you and sent them to jail you would do the following.
Stack charges equal to the bounty (the one sent) & wack on a charge of kidnapping.As for another bounty hunter doing it,
I would classify that as abuse and seize the license, other Lieutenants may feel differently but I would revoke BH B license & charge kidnapping and charge attempted manslaughter for shooting BH A.

In simple terms, it does not matter what whitelisted or non-whitelisted slot you're in. You must always initiate, just because someone else is RDMing a bunch of people doesn't give you the right to just down him.
For example, if you see a civilian just killing a bunch of people. You as an officer must still announce your self "Steve APD hands up"! "Steve APD freeze right there"!
