If a detainee is actively talking and explaining charges and then it hits ten minutes and the detainee tries to say "Oh, I've been held for ten minutes" then the arresting officer should do the following. Say something along the lines of "Alright if you want to go ahead and pay you ticket we can do that or you can continue explaining". If they chose to continue explaining then let them do that. If not, then give them their ticket that you feel appropriate (if they explained some things prior to that and you believe then still reduce the ticket for those).
The 10 minute policy for police is more so for people that are being held by police and not receiving any RP. An example of this would be if you had someone restrained off by their lonesome self, you forgot about them while processing someone else and that person ended up being held for more than 10 minutes without anyone talking to them. At that point it would be best to just let them go and pardon them for their charges.

10 minute restraint time?
Corporal just had me in restraints after the last guy was cuffed for 12 minutes and refused to let me go.
I know asking for a higher up voids the 10 minute time, but how far does this rule go as in "What if their story is super long" For instance..?
Asked for me to explain my charges and I explained "I don't care I just want to know why you shot at us." Disrespectful as hell.
