Maybe turn one of each lumber mill and salt mine into rebel zone's that can be capped and produces said resource in high quantity, similar to oil but you can start harvest the resources on-site and only the gang that owns it can take the resources out. Raise prices on said resources.
Also a server-wide treasure hunt would be cool, just hides a random crate in a random area within a 1km radius marked on the map with high value items and weapons, preferably in towns. (Not a red zone, players have to find it first or rp to steal it from others)
It's been said but expanding upon the blood money system would be nice, maybe add certain weapons and vehicles that can only be bought with blood money earned.
A system similar to gang talent points but instead customizes your gang allowing you to distinguish your gang from others, this can include the gang house, expanding upon the rank system etc.
The more to do the better, a little bit of balancing here and there. Everything listed is up for discussion and is subject to change as these are just ideas for now.

Honestly as long as there is incentive to basically do anything on the server, whether that's running drugs or capping cartels people will play and enjoy it, this also applies to the APD and AFD.

Hmm, whether or not you played S2, you would see a decent amount of action enough to the point where the server wasn't really dead, still was playable and now its going to be hard to even play S1 without getting lucky. I agree that this isn't the best idea 😕
