It would also bring foot traffic into the area as other players would go there to avoid Athira RDM sprees and big gangs.

Kind of off topic, but my hot take is that Athira would be better if it had a closer Jail Intake / Bounty Hunter.
Bounty Hunters wouldn't have to drive/fly to Pyrgos or Kavala to turn someone one in after pistol banging them.

  2. Situation: An unarmed civilian "hands up or die"-s another civilian in front of you.

This is not illegal, and unless they draw a weapon or refuse a command from you, you cannot charge or ticket them.
It may be an empty threat or there may be a second person with a bead on them, you don't know.

For an officer, it doesn't matter because you can charge them with "Threatening an Officer".

I argue that it should be as it used to be:

Civilians should feel a bit more safe with cops around.

Unlockable expensive ability that allows a bounty hunter (or rebels, if there's interest) to "buttstock"/knock-out a restrained target and apply a temporary blindfold effect that functions the same as the existing blindfold, but only lasts for about as long as being downed by non-lethal ammo stuns you.

This could be a whole skill tree for predator bounty hunters or "abductor" rebels, with stun duration and cooldown between uses being affected by talents.

I am fully aware that I will experience consequences if this suggestion passes.

At chop shop? I have to drive to chop to make a load out...seems logical lol.

Deploying as SWAT changes your police weapon shop to a SWAT Gear shop.

Money is not an issue for anyone anymore

Are we balancing for the top 5% of players?
Saying money isn't an issue is part of a larger problem, which is beyond the scope of just this suggestion.

Shotguns were considered too much for the city and as a legal gun. A 7.62 surely won't be okay.

I think a higher cost point for the non-sawed off shotgun would also be acceptable to roll it in.

12k-15k for a hunting license, that can be seized if abused.

12k-15k for the shotgun, 15k-20k for the Mk14.

If some civilians want to bang an NPC officer, they buy a PDW or a rook.

If someone wants to drop an orca of cash on some meme high risk gun, I personally invite the challenge.

Would also be nice if we could get some other guns in the civilian gun shop like the 4-five, Zubr, and Protector and make them legal as well.

I agree, but I know the Protector is a "no" because it's police equipment...
but I also feel like it doesn't need to be an APD exclusive weapon.

A semi-automatic only long rifle for civilians to own officially for hunting (and possibly self-defense at those longer ranges when you're being harassed out at the quarries and sulfate mines).

Ahk/macro-ing the fire rate is not an issue because that's already ban-able.

I know 7.62mm is a big scary caliber to buy inside cities, but giving it a premium/absurd price and tying it to a re-balanced hunting license might make it a little more palatable.

I initially considered the Rahim, but that's select fire and scary looking.
I understand if this is denied because of the DLC req, but I'm not sure if its required to use.

  9. Is it possible to check the free-fire area around each federal event while active (good luck with this trigger lmao) every couple minutes/half way through/at random intervals during the active event and possibly activate SWAT later if the number of rebels gets above the threshold for SWAT?

If a non-evasive and non-aggressive suspect is given a 50% increase by a SGT+ order, would the methodology for the maximum ticket cost be 100% of the full listed Ticket Guide value (deduct half of the full listing, then add half of the full listing), 75% (half of the full Ticket Guide pricing plus half of that new starting value), or something else?

Backstory: I was the Constable+ tether; specifically a Perm Corporal (Retired Sergeant). A non-evasive and non-aggressive suspect at Pyrgos HQ (charged with 1 count of Manipulation of Police Gates) was informed by me that my Cadet would start processing him; the suspect stated to me that he wanted a higher-up because he did not wish to be processed by a Cadet. I texted a LT (all channels with on-duty (online) APD Staff were at capacity), the LT exited a heli soon after, and began discussing the higher-up request. The LT got killed from a distance by a civilian during it. I revived the LT, and the LT ordered a 50% increase, leaving immediately after that. I discussed this (and the handbook Processing page's current wording) with a Sergeant, and have been advised to seek a LT's input.

(I was the Sergeant who provided my opinion and referred him to a LT/Captain for input)
My impression of the guidebook is that a civilian who turns themself in and is non-evasion/non-aggressive is entitled to a ticket of no more than 50%, but guidebook's wording says only that it starts at 50%.

Ordering a 50% increase for someone who both surrendered and wasn't the one who actually antagonized the lieutenant is a little silly.

  11. Quote

The civ is charged a % of their bounty as a fee for the disposal of their body when lethaled (alternative consequence to serving prison time)

So your options as a rebel for clearing your bounty currently are:

    • Gov/Cop pardon, no lost time or money
    • Turning yourself in at courthouse (paying full bounty), no lost time
    • Turning yourself in at courthouse/cop (serving a prison sentence), no lost money
    • Roleplaying with APD for a ticket anywhere with a 50% - 100% reduction, losing a mix of time and money

Pay outs for lethals were removed, which was the previous way of clearing your bounty.
Your suggestion is re-adding it, with a slight tax for the player.

The only way I think that should be permitted is if your bounty is only cleared on you respawning (not revived), and that the fee is more than the 50% bounty/ticket you'd get from turning yourself into a robocop.

Rebels should not be incentivized to avoid roleplaying, if you want to go grind and TDM there's always the cartels, gang events, domination, or KotH.

Your KoS declaration should just be "declaring terrorism", with a Sergeant+(who would be able to authorized lethal force anyway) flagging you as terrorists/armed-and-dangerous/etc.
