here's a situation: cops siren and restrain you in pyrgos. Some rats kill the cops, the cops come back and after 10 minutes are able to put you into their car. You've just lost 10 minutes because they got shot. At least when a bounty hunter restrains you, you can leave after 10 minutes. It's powergaming bro

Extend the rule of logging out after being restrained for 10 minutes to include when you are in cop custody. If I'm not in hq or being processed by 10 minutes, I should be able to log off.
