Basically what everyone has already replied to you about him not actually wanting or getting contributors. I reached out to him about becoming one and the message was looked at but ignored. Sure the only things I have implemented was the police light changes, but I could definitely do more.

You can always just exit out and scroll wheel on the guy and "Charge with crime" if you removed something you didn't mean to.

I made a concept for removing individual charges for players. The benefit to doing this would be that if a person still ends up having to pay a ticket that they don't want to pay or can't pay but have been excused of some of their charges it will make their jail time shorter.

Good job on the video. However, I have to disagree with #3. You only have to inform a person of the charges they have prior to issuing a ticket. The reason I say this is because I personally find RP more enjoyable by letting a suspect first explain all charges they can remember on their own. This also allows officers to find lies in a person's story which makes the suspects have to work that much harder to come up with quality RP. Then after they explain all charges they can remember you should tell them the ones they missed and let them explain those.

That is and always will be the biggest problem with people in this community. The mentality that if you "RP" for so long you should get your ticket reduced. NO.
If you RP for 20 mins how you brutally murdered people then you deserve a full ticket, no? You just confessed to committing the crimes.
If you RP for 20 mins with just completely outlandish shit then that is just up to that officer if they appreciate that type of RP. Me personally I like to keep more on the realistic side of things. So, if an officer pardons you, gives you a slight reduction or none at all I don't see that as robo copping.
If you RP for 20 mins and the officer is able to legitimately refute majority/all the stuff you say you shouldn't get a hugely reduced ticket or maybe no reduction at all.
All in all the mentality that you "RP" for so long and should be entitled a reduction in ticket prices is shit. People most likely got fucked over for you to get those charges and you should be punished for it. You "RPing" with a cop for 20 minutes is not punishment. That is the main point of RP servers (even if this is a light RP server). Now what I think could be done is the ability to reduce the prison time depending on how long someone has been held for. Even then Asylum has the lowest jail times I've ever seen.

Problems:
Someone was on SWAT and it finally ended and suspects were already in HQ about to be sent to prison. The person on SWAT soft logs over to that HQ. He would get no money. People would rush processing if a person was to soft log to the HQ they were processing in order to make sure the people that soft logged didn't get money. Game freezes, lag out, or some other scenario after I helped capture people. Now either I get no money or the person being processed has to wait an additional 5 minutes. Probably other problems to it but just thought I would point a few out. Simple solution is to record and report if they soft log outside of the already established guidelines regarding that.
