    The old HVT was a bit op, so here is my suggestion:

    • There should be a timer, you can only start the HVT process after 5-10 minutes of them explaining, 
    • You should be forced to give them a ¼ or ⅓ ticket since you're stopping their chance to explain their charge.
    •  After the 5-10 minute timer, The next time his assoscietes (gang or group) try and save him, it be a suicide vest or with guns, you have to give them 1-2 more minutes, and then after that limit, you can send them to jail

    This timer would give them a chance to explain there charges, and would also give rebels a chance to save their friend, but if they fail the attempt or take too long, they lose and the HVT is sent to jail

     

    Unrelated suggestion:

    Let swat use unused swat slots when they die, since right now it just means that the swat slots are waisted. Or give them unlimited lives, but they have to buy the loadout
