By the time anyone gets through any prompt the person they want to engage on is gone or not in a good position anymore for the 'easy kill'. Also, you're basing your idea off the assumption that people can follow directions and aren't idiots.

That's more of a honesty thing. Do you REALLY know where you are if you're blindfolded? No. Also server mechanics hide you on the map so other cops dont just zerg the kidnappers.

It was put in place when the server had a lower population so it wouldn't be 50/50 cops to civs. If there are 40 players online, there shouldn't be 20 cops.

Corporals get so much compared to any other promotion.
There's a reason behind that. Show any sort of leadership ability as well as actually play cop often enough and you'll get corporal. In the grand scheme of things it really is not that hard.

What if you want to text an undercover cop to initiate? Would tilda give you his actual player name or his UC name? There would also obviously be issues with a UC cop being in a civ slot. I am all for this idea on a general whole. I just want to see a version of it that doesn't compromise initiation and what not.

I'd rather have UCs show as civilians when in the UC slot, but that's never going to happen.
