Nothing like adding something that only a handful of players can ever use. Make it an expensive Lt.+ vehicle.

+1 went up against it too op for civs but perfect for helping cops with larger groups of rebels doing banks 

Hello all,
I was asked by APD leadership about the possibility of adding a new vehicle to be used during federal events. We are seeing issues with many officers not quite making it to the fight. This vehicle would be used to help transport officers to key positions to contest the robbery etc. Only a Captain would be able to pull it and once it's used at a fight they would not be able to bring another one. 
I have concerns that if it falls into the hands of Civs that havoc will be caused with it. The windows can be penetrated with 7.62, the body with .50 cal and the tires shot out with most weapons (?).There are small windows at the front and the back, and a few on the side. It holds a total of 10 people. it has a top speed of 108 km/h. When Officers dismount they are discharged at the rear of the vehicle. 
I tried to push a bank today with it and while pushing the main building someone was able to shoot me down to 2% health. 
What are your thoughts or concerns on this?
Please understand that this isn't some guaranteed to happen. Just looking into it and thinking it over.

A player may only own 5 houses per server. Attempting to bypass this will result in removal of houses with no comp provided. Continuing to bypass will result in disciplinary action being taken.

Added to RDM section of rules:
Initiation last 5 minutes from the time instructions are given. (No changes, previous forum post stating this was removed, added to official rules)
On the same token stealing another players vehicle is also done at one's own risk. (This has always been held by the admin team, if you steal another players vehicle you should expect to be shot at, now in writing)

Added: APD Officers (Cadet Thru Captain) are not allowed to drive Tempests, Hemmts, or Box trucks involved in federal reserve robberies for any reason. 

Slight wording change to helicopter VDM rules, Note: this has been held by admins for some time, updating the rules to match.
Added/Changed:
Impeding the flight path of a helicopter with your own helicopter is not allowed.
             IE: You hover over a helicopter as it is taking off, it rises up and hits you, you are responsible for the VDM. 
Removed:
Impeding the flight path of a helicopter with your own helicopter is not suggested.
Lines about intentional contact being vdm regardless of outcome. - (These are covered under impeding the flight path change)

Added Clarification on initiation to include texting all cops/medics is not valid initiation:
No type of initiation may be done through direct chat, side chat, 911/311, or vehicle via typing. All initiation must be done with your voice or via text message to a specific player.

Mainly rolling this out due to some needed fixes. There will likely be another update in 1-2 weeks.
Added:
Fullscreen NVGs. Replaces the regular NVG overlay by default. Re-added the Master Crusader arrest bonus. Only bounties under $175,000 will give a 50% bonus. Type 115 to turf shops. Some drugs can be purchased at drug dealers. Hatchback and Hatchback (Sport) can be purchased at rebels. Medical assistance and medical shop to turfs. Changed/Tweaked:
Shooting while having as little as a toe under water will no longer make you fire blanks. Slightly decreased the size of the speed camera notification. Dying in the driver seat of a vehicle will reset its despawn timer. Some code for corpse deletion. Moved Kavala down on the spawn menu. Fixed:
Plane crash crates being locked. Formatting of a revive notification for new players. Speed camera notifications not showing up for cops. A bug causing physical house inventories to be wiped. Receiving 0 gold nuggets/treasures from gifts. Some exploits. Hotfix #1:
- Some NVG fixes.
