If you witnessed any crime committed but weren't able to charge the person you know committed it, you can still charge them later within the same restart within reason. Once a suspect has been processed by the APD for any charge, all previous crimes witnessed before that processing are to be forgotten.

This is in the Processing section of the guidebook:

LAST MONTH TO APPLY TO BECOME A TRAINING OFFICER

This is a rare occurrence that will not be occurring in the near future. Applications are now open to be a Training Officer, requirements for being eligible to apply are the following:
Must be mock certified Must be the rank of Corporal +
- If you are not corporal +, you may still apply, but you must an active applicant for the rank of Corporal Must be 17+ years of age  The application can be found <closed>
Applications will be open until January 7, 2023. At this date, applications will be closed and the interview process will proceed. I do not plan on opening TO applications again anytime soon, so take this opportunity while you can.
