    Old payout option use to be i think 30% of the bounty plus they received a pardon. I would be down for the return of lethal payouts but only for the following.
    1) The payout is still 30% of the bounty paid out to all officers within 2km of the lethal.
    2) The payout is only affected in a set perimeter at federal events so cops wont just lethal anyone regarding a situation for a small payday.

    I feel like a wipe would be a good start. But I also feel that as things stand right now, people won't have difficulty getting money and getting back to how it was before because they already are in groups and possess the knowledge needed to do so.
    I believe that a full overhaul is needed. Move fields and processors around. E.g. Place heroin closer to Athira, make it a double process, or move meth from where it is now and place it in the top left of the map. Honestly, I think that this way people will face more of a challenge.
    Sure, a lot will feel the discouragement of having to start all over again, but it is a necessary step. Make amends to the money cap - no more than 10 mil. Add a "rent" system for people who do not play a certain amount of hours every 15 days - this will help ensure that people who don't play enough won't have their houses forever. 
    Lastly, when it comes to cop, make getting talent points a little easier than it is now. We have limited things to do to earn them (impound, ticket, seize, jail) and with a lot of officers on (or a constant fed spam) it can become horribly difficult to do anything. Maybe include a tac vest in the default loadout or something, because as things stand right now, fed events are the easiest way to make money, because most cops are one tappable and do not have enough firepower to fight 6.5 and 7.62. On the same note, maybe increase downtime between fed events - last night there was a constant fed spam for about 2 hours.
    Just my 2 cents anyways.

    Been hearing a lot of cops complain about gear differences when fighting rebels so some suggestions regarding that to lessen the tears.
    - Put a group limit in place to maybe around 10 people?
    - Increase federal event cooldowns so that police can spend some time to get their talents to allow them to get their t2 vests and spars.

    Wipe goes perm, Im done.  I invested so much time, grinding and crafting to just watch it get flushed.  I would never trust any future investments of my time.

    My suggestions would be:

    1. Limit houses to three per person
    2. Raise the house storage an additional 500-1000 more
    3. Knock every person's bank account down to 5 million
    4. Cap a person's wealth at 5 million.
    5. Don't wipe the contents of houses

    To me this is gonna finish the server once and for all. People are busy and 90% of the player base gets on to fight other than the random who prob aren’t even on the forms. I will be quitting if the wipe goes through and I know a lot of others will too. This server is fun and I think my idea to get some more fighting and introducing a new dom money system will be much better than a server wipe. Again a new currency you guys can control and manage and will make people fight main if they wanna fight dom. I know a lot of people don’t wanna run drugs for hours and hours to pull up to cartels and die to someone sitting in a bush. I think we need to keep the server, and try to make people have more interested in fighting feds and cartels.

    What I am just struggling to understand is surely a few weeks after a wipe the server will just be back to the state it was in prior to the wipe, albeit with lower numbers? I cannot understand how the server could be wiped effectively without significant changes to the server, money in general and the like so that it's actually different. If domination continues to make money out of thin air and passive income continues to exist we are surely just doing the same thing again? 
    The only thing I do see a wipe fixing is the prime real estate hoarding problems that I know people in the meeting talked about alot, but is that not easily fixable by some of the hour requirement/inactive property tax suggestions being implemented or just refunding the people and taking the sheds being held by hoarders for 1+ year who barely play 1 hour a month on the server?
    tl'dr: I don't think a wipe is gonna have any significant impact at all apart from lower playercount even more, unless it comes with significant update or set of updates that entices people to come back and start again. Also unbanning cheaters comes across as really desperate, but that's a whole other argument 🙃

    But Billy! He had a bad weekend of APD stuff! He just took out his pent up frustration on an innocent Constable. His apology was 100% genuine, absolutely not part of his agreements with the SAs to get the Captain rank back.
    It's not as if there's a video going around that captured him, condescendingly, saying that he wouldn't get demoted for what he done! He's very sorry.

    For real though. He’s not sorry for what he done, he’s sorry that he got caught. If HalfDrunk hadn’t of been streaming and caught it all in 4K, then Greg would still be Captain and HalfDrunk would have two unfair points against his APD app. We all know it. 
    Just more of a reason to record 24/7 on this server.

    As many know, gang fortress has been held by envy for months with few week long exceptions. In my opinion, there are many flaws to the current layout of gang fortress. The ONLY way that another gang can win gang fort is by having a sizable house set up with garage(s) in neighboring towns. This discourages many gangs from even attempting to take gang fortress. In its current state, gang fortress is pointless to fight unless you have enough money to blow up houses, and have enough houses survive others blowing them up. 
    The aspect of houses being used to capture gang fortress takes away from the event and allows one gang who own a majority of houses/garages in prime areas to dominate without competition. 
    - Expand radius of gang fortress so that houses within 1.5-2km cannot be used (I don't know exact distances, mainly to far enough to eliminate a majority of Neochori houses) 
    - Allow gangs to own turfs and gang fortress at the same time
    - Reduce capture time from 1.5 hours to 1 hour
    - Add timer for gangs that are fighting gang fortress to accurately track time
    - Have gang fortress pop ONCE a week (Sunday - 7:00PM EST instead of Wednesday and Sunday)
    I hope each of these suggestions are considered by not only the devs, but the community. I do not expect all of them to get implemented, but adding one or two could really balance out gang fortress.

    They're very limited as it is, they cannot join APD, and they have to get names and text everybody to initiate.
    I personally don't see a problem with having them around, if they're willing to go that extra mile just to play then let em.
