We need a 1 minute procedure for illegal vehicles.  

Simply state that you can seize any illegal vehicles if the 1 minute warning pops.  

The reason for this is rebels pulling ifrits at the last few minutes knowing you cannot seize it due to the 60 second timer for seizing illegal vehicles.  Just happened, wiped the ifrit occupants, and there was no way for the timer to match up, and someone from 500m away would take a periodic shot hitting that reset on the timer anyways.
