Road cone placement is already implemented in the game (for APD checkpoints). Other than that, +1

Forest / Brush Fires These fires start at least once every 2 restarts randomly in different locations, the longer the fire goes on for the worse the surrounding air quality becomes, resulting in a decrease in stamina, or to the point where you might even start taking damage from smoke filled lungs. This gives medics/fire an actual reason to go put out the fire.

This also brings along aerial firefighting. During a large forest / brush fire, medics can pull these vehicles:

Fire Huron
Fire Blackfish
Fire Taru

All three of these vehicles will be able to pick up water by going less than 30 km/h within 15 meters above any water source, they can then fly over the fire and drop water to help put it out. (Using same code as existing fire hose)
 
Placing Cones

Same code as placing sandbags but able to place on roads and in towns, obviously policies should be updated so cones aren't left in the middle of roads resultings in medics having to pick up after themselves. There is no advantage to placing these cones and is fully used for ruining people's experiences when driving down the road. Or so a medic doesen't get ran over when reviving someone on a road idk
   
Larger Building Fires

Buildings such as Barracks, and ATM Buildings should also be able to be set on fire manually, or are included in random fires, needing more time or people to put out, with higher reward.

No one can deny the decline in player population over the last month. Though we are in a typical down period, I think there are still some changes that could be implemented to boost activity. A large problem I've seen in the past few months is that civs are not moving around the map, rather they are just standing in towns making the server seem dead. A large part of this problem in my opinion is the lack of drive/motivation for civs to make money. After years and years of grinding for money, many people are simply tired of grinding for 2 hours to make 200k. When people have more money, they do more things, especially for any newer players that come to the server. 
The past issue of domination "printing money" is in the past. 90% of dom players do not even spend their money on the main server. I believe that the main server is due for a buff of money making methods to increase activity throughout the map. 
This buff can be done in a large variety of ways so I wanted to get the communities opinion on this.
- Buff on illegal money making methods, such as heroin or weed, that are currently not worth doing.
- Buff legal money making methods like wreck excavating, oil, or metal detecting
- Lower prices of goods/lower tax rates
Leave any suggestions below, I think the economy needs to be discussed!

There is 2 back gates, 1 main gate, 1 opening, and 1 van spot (which is kinda useless) for the main compound.

fed events are one of the biggest points of content on the server, so clearly they should be prioritized when it comes to their design.
This design is made to decrease the amount of non-infantry fights that occur, there are spots where vehicles can not reach but are the main points needed to push the event, resulting in less cancer fog. Also there is no gay sniper hill that overpowers anyone on the roof of the jewelry

Why not exercise the limited authority you do have to mitigate the issue? I agree if you are suggesting to let the admins make a rule against it. However, there is no guarantee they will, and if they are, we do not know how long it would take them to decide if or when. Why not just take the limited action available to prevent further grievance of other players in the meantime? We can sit here and debate what ifs forever, but is unproductive if there is no immediate solution.
