Remove Hide and Seek Feds

Looking for ways to prevent these from happening. Pulls cops from patrolling to go look for people in fed who aren't actually doing the event (its a chore more than anything). Civs who are actually trying to do events can't for a while due to event cooldown.

Possibly, a thing in the middle of the fed. (Big ass radio tower or something) Even if it's like a 2min animation it just stops the fed.

or make it so  a civ has to pick up a gold bar in the first few minutes of the fed

If civ count is unreasonably low for a fed, 5 or below for example, toggle parole trackers on them

Maybe to add on, you toggle trackers if a gold bar hasn't been picked up in the last 5 minutes? Seems fair. Or just make them against the rules and then admins can deal with them as needed.

Hide and seek fed prove how good someone is at arma 3 if you can't find someone inside of a marked area of the map how good really are you  at the game

Tough to balance anything like this, I'll look at something to rectify it, but at the end of the day due to the low levels of actual happening, plus SGT+ can use drones to find them.  It will be added to the QOL backburner
