Returning player here, used to be on the force. Thought I'd share my first interaction with the police I had since back in 2014. It was awesome so I joined the police with a friend. After a while life took over and we just sort of AFK'd out, was sad really.Well now we're back, in stronger numbers. Everything seems a lot smoother, maybe because I'm getting 60fps now instead of 20fps. Anyways, here's my first encounter with the police, 4 years ago, with my newest encounter with police, 2 hours ago. Looking forward to more fun. Seriously considering for a police position,

Hopefully, the devs will figure out what is causing the problem and no policy update will be required. As for shooting and down civilians, again you may be taking advantage of the fact that the server is lagging. Downing would useless because you would restrain and I have already gone over that.
The use of lethal force is justified when:
Ordered by the highest ranking officer involved on scene that is Sergeant or higher. If only Corporals or Constables are on scene, then they must seek permission to go lethal from the highest ranking SGT+ who is on the server. If there are no SGT+ on the server, then the Constables and Corporals on scene must take a unanimous vote to go lethal. If there is 1 minute remaining until server restart and there is not enough time to transfer the suspect to the nearest HQ or Prison. To kill the gunner of a .50 cal offroad, armed Jeep, and armed Qilin. To kill gunners that are on the benches of a Hummingbird Helicopter or in the back of an Offroad/Prowler/Quilin if the gunners are actively firing on officers. To kill a suspect that is in an unreachable location such as the roof of a house with no ladders. Simply because the server is lagging is not a reason to lethal civilians.

The current spawn selection menu utilizes a tiny fraction of available screen real estate and employs an unintuitive drop down menu for turfs, houses, and Therisa. To address the clunkiness, and to make the menu more visually appealing, I have redesigned it with a full screen map and a list of spawn points which will populate as needed.
The system uses the menu color from your profile, so you can change it to your favorite color if you're not a big fan of the default:
