The KGB is under attack by the roleplaying expert combatants of the Continental Union.  According to their leaders they have 75 people on at a time with one goal, to fly in formations with the worst gun in the game the LIM in order to fell us like a massive tree.

There is very little going on in DP4 right now, it is a big open space with potential for something that can be legal, and illegal.
 
Tobacco:  We have a field up there somewhere that has the corn plants that don't actually despawn.  sort of like heroine used to be with the opium plants.  You go there to gather tobacco and then you can take it to either Cigar Rolling which takes 3 tobacco to make one cigar, or you go to the cigarette factory and you use 2 tobacco to make a pack of cigarettes.  Cigars are illegal due to UN regulations but cigarettes are legal and can be sold at commodities or market.  But the ever elusive illegal cigar can be sold at wongs.
 
Or maybe it is two different tobacco fields, one with Altian grade cigaratte tobacco that is legal, and one field with Cuban grade cigar tobacco that is illegal.  
    Also it could be like scotch, where the cigars can be aged with a barrel upgrade into different qualities of cigar, vs cigarettes which would be like moonshine
