Just take all weapons away we have now and add some other ones. Different vehicles too. (Reason for the weapons is to balance it out. We all know the mk1 is a beast)

But imo tanoa isnt a map for a life server. Maybe strife, u have to take the roads to move around on that map. = no bueno.
Need a Map with options imo. Fight cops or do cartels. Or do other shenanigans. And i think it has to make use to keep going back to play on it. Not a 3wk hype and then its just a server with the population of 30.
With the recent addition to the apd captains/CoP i would rather stick to fight other rebels.

i think your best bet is a GTA server. look at what space turtles did. was pretty fun when i played on it but that was a while ago. gta since got more popular so a populated server could bring in some donations to pay for itself.
